Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to conduct detailed feasibility studies on two properties within Edendale Town Centre. The studies aim to identify the most viable development options for each property, focusing on establishing a medical offices/centre on a vacant property and exploring dual options (such as community gym or manufacturing facility) on a warehouse site. The overarching goal is to support the Edendale Urban Hub project by facilitating sustainable development, job creation, and economic growth aligned with municipal development goals.

Scope

The scope of work includes:

• Conducting two comprehensive feasibility studies on the identified properties:
• Property 1 (Vacant): Assessing development potential for a medical facility.
• Property 2 (Warehouse): Exploring dual options such as community gym or manufacturing plant for adaptive reuse.
• Evaluating technical, financial, social, economic, legal, and environmental components to recommend feasible development options.
• Engaging stakeholders and sector experts for input and partnership opportunities.
• Performing market and needs analysis, site and infrastructure assessments, and conceptual design considerations.
• Providing financial viability and risk assessments, along with institutional frameworks and implementation plans.
• Delivering a final consolidated report, including stakeholder engagement strategies, project timelines, and risk mitigation measures.

The project duration is expected to be twelve months from appointment, with a requirement for a Service Level Agreement prior to commencement.

Technical Requirements

• Provision of detailed feasibility studies covering all relevant components: technical, financial, social, legal, and environmental.
• Preparation of conceptual designs, layouts, schedules, and visualizations for proposed development options.
• Conducting market analysis, stakeholder consultations, and public participation processes.
• Assessment of infrastructure readiness, regulatory hurdles, and site conditions.
• Development of financial models, cash flow projections, and business plans for project funding.
• Identification of potential public-private partnerships and risk mitigation strategies.
• Preparation of comprehensive reports, including appendices with drawings, 3D visualizations, and supporting documentation.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in urban planning, feasibility studies, and development projects within South Africa.
• Qualified professionals including:
• Town planners registered with SACPLAN, with relevant experience in urban development and land use planning.
• Engineers (Professional Engineers or Technologists) with civil or related expertise.
• Architects registered with SACAP, with experience in design and adaptive reuse projects.
• Development economists or financial analysts with experience in project viability and business planning.
• Ability to conduct multi-disciplinary assessments covering technical, legal, social, and environmental aspects.
• Strong stakeholder engagement and public participation skills.
• Experience in preparing detailed reports, conceptual designs, and financial models aligned with municipal and national legislation.
• Capacity to develop innovative, sustainable development options that promote local economic growth and job creation.
