Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to undertake a comprehensive District Situational Analysis. This analysis aims to provide an evidence-based understanding of the socio-economic and rural economic landscape within districts under the Ingonyama Trust's jurisdiction. The findings will inform investment planning, stakeholder engagement, project prioritization, and economic development interventions for the Ingonyama Trust Investment Summit.

Scope

The scope of work includes:

• Conducting a detailed district-level analysis across all relevant districts under the Ingonyama Trust.
• Analyzing socio-economic indicators such as population, education levels, migration patterns, and infrastructure connectivity.
• Assessing key economic sectors within districts.
• Identifying opportunities for public-private partnerships.
• Facilitating consultations with provincial and national government departments.
• Providing practical recommendations on institutional partnerships and investment opportunities.

Technical Requirements

The technical scope includes:

• Preparation of an Investment Opportunity and Pipeline Report.
• Final District Situational Analysis Report and Executive Summary.
• Development of a stakeholder and investment opportunity database.
• Use of GIS mapping, spatial analysis, and community engagement tools.
• Participation of traditional leadership and local stakeholders in the analysis process.

Skills and Experience Requirements

The successful service provider must demonstrate:

• Resource Leader: A Master's degree in Economics, Development Studies, or related fields with at least 10 years’ experience in strategic economic analysis, socio-economic research, stakeholder management, and rural development.
• Senior Economist: Degree/Honours in Economics or related with 7+ years’ experience in economic research, policy analysis, and development planning.
• Rural Development Specialist: Degree in Rural Development or Agriculture with 5+ years’ experience in rural livelihoods, community development, and stakeholder engagement.
• GIS/Spatial Analyst: Degree/Diploma in GIS/Spatial Planning with 5+ years’ experience in spatial mapping and analysis.
• Field Researchers/Assistants: Diploma/Degree with at least 3 years’ experience in socio-economic data collection and fieldwork.

All key personnel must have proven experience in rural economic analysis, stakeholder facilitation, GIS mapping, and working with public sector and traditional communities.
