Objectives

The primary objective of this tender is to engage a service provider to make small, targeted refinements to an existing craft development strategy. The goal is to enhance the strategy's impact and clarity, ensuring it aligns with broader policy frameworks and effectively guides the development of the craft sector over the current Medium Term Development Plan (MTDP). The refined strategy will support the Department of Sport, Arts and Culture (DSAC) in fostering strategic partnerships and implementing practical interventions to develop the craft sector.

Scope

The scope of work includes:

• Studying the existing craft strategy and relevant background documents, including policy frameworks and previous reports.
• Collaborating with DSAC and the Mzansi Craft Council (MCC) to review the strategy and identify areas for improvement based on Ministerial recommendations.
• Incorporating necessary enhancements to improve clarity, articulation of purpose, roles of stakeholders, and strategic interventions.
• Preparing an updated strategy document and presentation materials for stakeholder engagement.
• Facilitating review sessions with DSAC and MCC, culminating in a presentation to the Minister by end of February 2026.

Technical Requirements

The technical requirements for the tender include:

• Ability to critically analyze the existing craft strategy and related documents such as SACO research reports, previous DSAC craft strategies, and relevant policy frameworks.
• Expertise in strategic planning, policy analysis, and stakeholder engagement within the arts and craft sectors.
• Capacity to develop clear, actionable recommendations and interventions aligned with national policies like the NDP and sector-specific programs.
• Proficiency in preparing professional presentation materials and strategy documents suitable for high-level stakeholder review and approval.
• Experience in facilitating stakeholder consultations and presenting strategic proposals to government departments and partners.

Skills Requirements

The successful service provider should possess:

• Extensive experience in craft sector development, arts policy, or related fields within South Africa.
• Strong analytical and strategic thinking skills.
• Proven ability to work collaboratively with government entities, industry stakeholders, and cultural organizations.
• Excellent communication and presentation skills, both written and verbal.
• Capacity to deliver high-quality outputs within tight timeframes, specifically within a 3-week period for review and enhancement activities.
