Objectives

The primary objectives of this tender are to appoint a service provider(s) to deliver consulting services in research and programme evaluation projects under various COGHSTA programmes. The aim is to produce evidence for decision-making, support credibility, generate new knowledge, understand community trends, track impact and progress on development, and support policy and programme implementation.

Scope

The scope encompasses the provision of research and evaluation consulting services across all municipalities within the three districts of Mpumalanga Province over a period of three (3) years. Key activities include developing methodologies, data collection, training field workers, compiling progress reports, and delivering comprehensive research outputs such as inception reports, literature reviews, datasets, interim and final reports, and presentations.

• Research and evaluation in all municipalities of Mpumalanga's three districts.
• Development of data collection methodologies and tools.
• Recruitment, training, and management of field data collectors.
• Regular progress reporting and final comprehensive reporting.
• Delivery of datasets, supporting documentation, and presentation materials.

Technical Requirements

The technical requirements include:

• Development of research methodologies and data collection frameworks.
• Recruitment, training, and management of field workers and monitors.
• Use of own offices, transport, hardware, and software for research activities.
• Submission of inception, literature review, progress, interim, and final reports.
• Provision of raw datasets, metadata, questionnaires, transcripts, and supporting documents.
• Adherence to project milestones, timelines, and quality standards.
• Compliance with government procurement and confidentiality requirements.

Skills Requirements

The service provider must demonstrate:

• Qualified professionals with proven experience in research and evaluation projects, including expertise in social science research methodologies.
• Registration and accreditation with relevant professional bodies (if applicable).
• Ability to develop and implement data collection methodologies and tools.
• Experience in managing research teams, training field workers, and coordinating multi-stakeholder projects.
• Knowledge of government policies, legislations (PFMA, BBBEE, etc.), and procurement procedures.
• Capacity to produce peer-reviewed quality reports and datasets.
• Confidentiality and intellectual property management skills.
