Objectives

The primary objectives of this tender are to appoint a service provider or multiple providers to supply and deliver cooking equipment, eating utensils, and gardening tools to schools within the Mpumalanga Department of Education (MDoE) over a period of five years. The aim is to support the National School Nutrition Programme (NSNP) by ensuring timely provision of nutritious meals, establishing sustainable food gardens, promoting healthy lifestyles among learners, and enhancing food security initiatives in schools.

Scope

The scope encompasses the procurement, supply, and delivery of specified quantities of:

• Cooking equipment (e.g., stainless steel pots, trolleys, boiling tables, gas burners, etc.)
• Eating utensils (e.g., plates, spoons, portion servers, etc.)
• Gardening tools (e.g., spades, rakes, watering cans, wheelbarrows, etc.)

The service provider will deliver these items to various educational institutions including public schools, ECD centers, and special schools across designated service delivery areas as identified by the department. The contract will be used on an as-needed basis to fulfill procurement requirements over the five-year period.

Technical Requirements

The technical specifications for the supplied items include:

• Compliance with South African Bureau of Standards (SABS) regarding safety, durability, and quality standards.
• Use of approved materials such as stainless steel, polypropylene, and other durable, non-hazardous substances.
• Items must meet specific size, capacity, and design specifications (e.g., 60L stainless steel casserole, 150kg electronic scale, gas burners, cutting boards, etc.).
• All equipment must be suitable for heavy-duty institutional use, with appropriate safety features and ergonomic design.
• Items must be compliant with local content requirements, with a minimum of 100% local production and content where applicable.
• Items must be free from hazardous substances and meet safety standards as per SABS.

Skills Requirements

The successful bidder must demonstrate:

• Experience in supplying and delivering large quantities of catering and gardening equipment to educational or institutional clients.
• Capability to manage logistics, including transportation, warehousing, and timely delivery across multiple service delivery areas.
• Technical expertise in handling, installation, and maintenance of the supplied equipment.
• Compliance with legal and regulatory standards, including tax compliance, health and safety, and local content regulations.
• Ability to provide after-sales support, including repairs, replacements, and technical assistance during the contract period.
• Capacity to adhere to quality standards, safety regulations, and environmental considerations.
