Objectives

The primary objective of the tender is to appoint a single contractor responsible for the refurbishment of VIP lounges at three airports within the Airports Company South Africa Cluster 3 airports, namely King Shaka International Airport, Chief Dawid Stuurman International Airport, and King Phalo Airport. The refurbishment aims to modernize, upgrade, and enhance the functionality, aesthetics, and ambiance of the existing VIP facilities to meet end-user requirements and operational standards.

Scope

The scope encompasses the complete refurbishment of existing VIP lounge facilities across the three airports, including:

• Returning the facilities to their original layout with modernization elements
• Strip-out of additions and reinstatement of original layouts
• Enhancement of finishes, fixtures, and fittings
• Refurbishment of bathrooms, glazing, painting, and flooring
• Electrical, mechanical, and IT installations and upgrades
• Provision of new furniture, fixtures, and equipment
• Design and management of temporary works and site establishment
• Coordination of design services, procurement, and construction activities
• Ensuring minimal disruption to airport operations, with work conducted mainly after hours

Technical Requirements

The technical requirements include:

• Design and build solution with a professional architect leading the project
• Compliance with all relevant standards, regulations, and airport security protocols
• Adherence to safety, health, and environmental standards, including permits and risk management
• Provision of detailed design, construction, and as-built documentation
• Implementation of quality management systems and inspection regimes
• Use of SABS/SANS approved materials and workmanship
• Coordination with local authorities for building approvals and permits
• Installation of electrical, mechanical, plumbing, IT, and security systems as specified
• Ensuring sectional completion and compliance with handover procedures

Skills and Experience Requirements

The contractor must demonstrate the following minimum skills and experience:

• Design and Contract Management: Proven experience in managing similar refurbishment projects, with a qualified architect responsible for design and contract oversight.
• Engineering Expertise:
  • Structural Engineer: Registered with ECSA, minimum 1-year post-registration experience in building projects
  • Electrical Engineer: Registered with ECSA, minimum 1-year post-registration experience
  • Mechanical Engineer: Registered with ECSA, minimum 1-year post-registration experience
• Construction Supervision: Site supervisors/foremen with at least 3 years’ experience in building refurbishment projects, holding a minimum NQF Level 6 qualification in the built environment.
• Occupational Health & Safety: A registered OHS professional (Pr.CHSA) with at least 1-year experience, responsible for safety management on site.
• Subcontractors: Experience and competency in their respective trades, with proven track records and compliance with safety and quality standards.
• Environmental and Safety Compliance: Ability to implement environmental management plans and safety protocols in a live operational environment.

The successful bidder must ensure all key personnel are familiar with NEC contract requirements, maintain continuity of the project team, and demonstrate capacity to deliver within the specified 4-6 months timeframe for each site. Additionally, the contractor must provide comprehensive documentation, training, and handover manuals upon project completion.
