Objectives

The primary objective of this tender is to appoint a Subject Matter Expert (SME) to develop External Integrated Summative Assessment (EISA) instruments, exam scripts, exemplars, and model answers aligned with the Occupational Qualification: Paralegal (NQF Level 5, Credits 330). The SME will also provide the corresponding EISA/FISA exam marking memos to ensure assessments meet the Quality Council for Trades and Occupation (QCTO) standards and facilitate candidate marking, moderation, and qualification compliance.

Scope

The scope of work includes:

• Developing EISA instruments, exam scripts, exemplars, and model answers based on the OQ blueprint for the Paralegal qualification.
• Preparing and submitting signed development reports and assessment specifications (QAS Addendum).
• Engaging with Quality Partners (QPs) and moderators to ensure assessment quality and compliance.
• Delivering ready examination instruments with marking memos within three (3) weeks per qualification.
• Ensuring assessment tools are aligned with QCTO requirements and the specific qualification blueprint.
• Providing support for moderation and review processes, including addressing feedback from moderators.

Technical Requirements

The technical requirements for the tender include:

• Development of assessment instruments and marking memos that are compliant with the relevant qualification blueprint and assessment specifications.
• Engagement with SASSETA and other Quality Partners to ensure assessment quality and standards are met.
• Submission of signed development reports and assessment specifications (QAS Addendum).
• Provision of ready-to-use exam papers, exemplars, and model answers within the stipulated timeframe.
• Verification and validation of assessment tools to ensure they meet the QCTO and SAQA standards.
• Confidentiality and data protection in line with the Protection of Personal Information Act (POPIA) and SASSETA policies.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Subject matter expertise in the legal sector, specifically in paralegal studies, with at least three (3) years of relevant experience.
• Proven experience in developing EISA or FISA assessment instruments, exam scripts, or related assessment tools for occupational qualifications.
• Ability to prepare assessment instruments aligned with the specific qualification blueprint and assessment specifications.
• Experience in engaging with Quality Partners and moderating assessment tools to ensure compliance and quality standards.
• Capability to deliver assessment instruments within tight timeframes (three weeks per qualification).
• Strong understanding of the QCTO assessment quality requirements and SAQA standards.
• Certified qualifications in relevant fields, verified by SAQA if international, with supporting documentation.
• Ability to prepare comprehensive development reports and facilitate moderation processes.
