Objectives

The primary objective of this tender is to appoint a Subject Matter Expert (SME) to develop EISA/FISA assessment instruments, including exam scripts and marking memos, for registered occupational qualifications. Specifically, the SME will create assessment tools and exemplars aligned with the curriculum blueprints for the qualifications: Handgun Handler for Private Use NQF Level 3 (10 Credits) and Handgun Handler for Business Use NQF Level 3 (11 Credits). The SME will also ensure candidate scripts are marked and moderated effectively, supporting compliance with QCTO requirements.

Scope

The scope of work includes:

• Developing Final Integrated Supervised Assessment (FISA) instruments and marking memos for the specified occupational qualifications.
• Creating assessment questions, exemplars, and model answers aligned with curriculum blueprints.
• Engaging with Quality Partners (QPs) and moderators on all exam papers.
• Preparing signed development reports and submission of assessment instruments and memoranda.
• Developing assessment tools within a three-week timeframe per Skills Programme.
• Ensuring assessments are compliant with QCTO standards and facilitating moderation processes.

Technical Requirements

The technical requirements include:

• Development of assessment instruments and marking memos for the specified qualifications.
• Alignment with curriculum blueprints and QCTO standards.
• Engagement with QPs and moderators during development.
• Submission of signed development reports and assessment documents.
• Completion of tasks within the stipulated three-week period for each Skills Programme.
• Adherence to confidentiality and intellectual property protocols, including signing confidentiality agreements.
• Verification of international qualifications by SAQA if applicable, with documentation not older than six months.

Skills Requirements

The bidder and proposed team must demonstrate:

• Experience in developing FISA or legacy assessment instruments, QAS addenda, or learning materials for SETAs or quality assurance bodies.
• At least five (5) years of firearm experience in DCS, SANDF, SAPS, Law Enforcement, or Security environments.
• Proven track record through reference letters from previous clients confirming successful completion of similar assignments.
• Qualified personnel with relevant ETD qualifications (e.g., programme developer statement of results, unit standards, or equivalent).
• Capability to engage with stakeholders, including moderators and QPs, effectively and within tight deadlines.
