Objectives

The primary objective of this tender is to appoint a suitable accredited service provider to deliver training and related services for Community Nutritional Development Centres (CNDC) change agents across all five districts in the Free State province. Specifically, the provider will deliver accredited Financial Administration (NQF Level 4) training to enhance the operational capacity and sustainability of Non-Profit Organizations (NPOs) involved in community development.

Scope

The scope includes:

• Provision of accredited training programs for fifty (50) CNDC change agents, with ten (10) participants per district in Bethlehem, Welkom, Kroonstad, Springfontein, and Botshabelo.
• Preparation and delivery of training materials aligned with NQF Level 4 standards.
• Conducting formal learner assessments and issuing SETA-recognised certificates.
• Arranging training venues near departmental district offices in each town.
• Providing catering services, including light breakfast, lunch, and water for participants during training sessions.
• Facilitation of training sessions, with costs included in the quotation.
• Submission of completion reports and invoices upon training conclusion.

Technical Requirements

The technical requirements encompass:

• Accreditation with the relevant Sector Education and Training Authority (SETA) for issuing NQF Level 4 certificates.
• Provision of comprehensive training content and materials tailored to Financial Administration at NQF Level 4.
• Experience in delivering similar training programs, supported by relevant documentation.
• Methodology detailing the approach, systems, timelines, and methods for effective training delivery.
• Demonstrated financial capacity, including a bank statement showing a cash flow of at least R100,000 over the past three months or a commitment letter from a bank.
• Compliance with administrative and mandatory requirements, including registration reports, tax clearance, and B-BBEE certificates.

Skills Requirements

The successful service provider must possess:

• Accreditation and registration with the relevant SETA for delivering NQF Level 4 training.
• Proven experience in conducting financial administration training or similar courses, with documented evidence of past projects and client references.
• Capability to develop and deliver training content using effective methodologies and systems.
• Ability to assess learners formally and issue recognised certificates.
• Strong logistical skills to organize venues, catering, and training schedules across multiple districts.
• Financial stability and capacity to support the training program, evidenced by bank statements or funding commitments.
• Compliance with all administrative, legal, and procurement requirements as specified in the tender documentation.
