Objectives

The primary objective of this tender is to appoint a suitable and experienced turnkey EPC (Engineering, Procurement, and Construction) building contractor to procure land, develop the project, produce detailed designs, secure all relevant statutory approvals, and construct a skills development centre facility for SASSETA in Thohoyandou, Vhembe District, Limpopo.

Scope

The scope of work includes:

• Identifying and recommending suitable land sites (preferably within township areas, accessible within 2 km of taxi ranks).
• Conducting a comprehensive needs analysis and market study.
• Engaging stakeholders and conducting topographical, environmental, geotechnical, and traffic impact investigations.
• Assessing availability of bulk services (water, sewer, electricity, stormwater, roads).
• Developing architectural and engineering designs, including 3D renderings and videos.
• Securing statutory approvals such as rezoning, environmental impact assessments, and site development plans.
• Obtaining enrolment certificates from NHBRC and Department of Labour.
• Constructing the skills development centre according to approved plans and handing it over to SASSETA.
• Providing a project close-out report and ensuring the project aligns with the approved site development plan and building plans.

Technical Requirements

The technical requirements include:

• Procurement of land and development of a detailed project plan.
• Preparation of topographical surveys, SG maps, and environmental assessments.
• Design of architectural and engineering plans, including 3D visualizations.
• Compliance with statutory approvals such as rezoning, environmental exemptions, and building permits.
• Enrolment certificates from NHBRC and Department of Labour.
• Construction of a skills development centre with a size between 900 and 1200 m².
• Adherence to environmental, traffic, and infrastructure standards.
• Provision of comprehensive project documentation, including close-out reports.

Skills Requirements

The tender specifies the following minimum skills and experience for key personnel:

• Development Manager: Minimum 15 years relevant experience in construction contracts.
• Project Manager: Minimum 15 years relevant experience.
• Quantity Surveyor: Minimum 15 years relevant experience.
• Site Manager: Minimum 15 years relevant experience.
• Safety Officer: Minimum 15 years relevant experience.
• Civil Engineer: Minimum 15 years relevant experience.
• Architect: Minimum 15 years relevant experience.
• Electrical Engineer: Minimum 15 years relevant experience.
• Structural Engineer: Minimum 15 years relevant experience.
• Mechanical Engineer: Minimum 15 years relevant experience.
• Town Planner: Minimum 15 years relevant experience.
• Land Surveyor: Minimum 15 years relevant experience.

All personnel must hold valid registration and good standing with their respective professional councils (e.g., ECSA, SACAP, SACQSP, SAGC, SACPLAN, SACPMP). CVs demonstrating the required experience and registration must be submitted for each key team member.
