Objectives

The primary objective of this tender is to appoint a suitable and qualified service provider to manage five (5) rental properties on behalf of the North West Housing Corporation (NWHC) for a period of thirty (30) years. The management aims to ensure the long-term viability, sustainability, and effective administration of the Community Residential Units (CRUs), which are intended to provide affordable rental housing for lower-income households within the province.

Scope

The scope of the tender includes:

• Provision of property management services for five CRU sites located in Mafikeng, Marikana, Boitekong, Ikakeng, Mogwase, and Mafikeng, covering a total of approximately 736 units with varying unit types and sizes.
• Management of tenant applications, lease agreements, rent collection, and tenant screening.
• Handling municipal services such as water, electricity, sanitation, and refuse removal, including collection and payment to municipal authorities.
• Maintenance and repairs of properties, including reactive and planned maintenance, ensuring properties are maintained in good condition.
• Security services, visitor management, and crowd control.
• Financial management, including issuing invoices, statements, and managing accounts receivable and payable.
• Legal and administrative services, including dispute resolution and eviction processes.
• Reporting on operational, financial, and maintenance aspects on a monthly and bi-annual basis.
• Adherence to relevant policies, legislation, and regulations governing property management and housing.

Technical Requirements

The technical requirements for the service provider include:

• Demonstrated experience in managing similar property portfolios, particularly CRUs or affordable housing schemes.
• Provision of a detailed management methodology and approach, including tenant management, rent collection, maintenance, and compliance with housing policies.
• Implementation of systems and equipment for effective property management, including tenant record management, financial systems, and maintenance tracking.
• Provision of qualified management team with relevant expertise and CVs.
• Compliance with all applicable legislation such as the Rental Housing Act, Municipal Housing Policies, Public Finance Management Act, Municipal Systems Act, and other relevant laws.
• Cost projections for the initial six months and long-term management, including operational costs, maintenance, security, and municipal service charges.
• Verification of documents and evidence of previous project delivery and management capacity.

The successful bidder must possess the following skills and competencies:

• Extensive experience in property management, especially within the housing or social housing sector.
• Strong administrative and organizational skills to handle tenant applications, lease management, and record keeping.
• Financial management skills, including rent collection, invoicing, reconciliation, and financial reporting.
• Technical skills related to property maintenance, repairs, and infrastructure management.
• Legal expertise in eviction processes, dispute resolution, and compliance with housing legislation.
• Security management skills for overseeing security services, visitor control, and emergency response.
• Ability to develop and implement operational strategies that ensure sustainability and affordability of the housing scheme.
• Capacity to prepare detailed proposals, cost breakdowns, and cash flow projections.
• Effective communication and stakeholder management skills, including liaising with municipal authorities and tenants.
