Objectives

The primary objective of this tender is to appoint a suitably accredited service provider to deliver short learning programs based on Regulation 21, specifically focusing on compliance training and unit standards 117705, 119649, 119652, 123515, and 123514. The programs aim to develop understanding of relevant legislation, ensure safe handling and operation of firearms (handguns and shotguns), and empower officials through practical and theoretical training to respond creatively to challenges in a professional environment.

Scope

The scope includes:

• Presentation of firearm handling and use training (full firearm courses and refresher courses) based on specified unit standards.
• Training of 41 officials for refresher regulations (handgun and shotgun) and 28 officials for full firearm courses.
• Training to be conducted within 30 days from appointment, completed over 5 days per group, with a maximum of 15 officials per group.
• Training to be delivered in English and Afrikaans, including practical face-to-face facilitation, assessments, and certification.
• Provision of training materials, stationary, ammunition, and related costs, with detailed reporting and certification of delegates.
• Evaluation of proposals based on functionality, price, preferences, and specific goals, including local presence and BBBEE status.

Technical Requirements

The technical requirements encompass:

• Presentation of firearm handling and use programs aligned with specified unit standards.
• Training conducted face-to-face with practical assessments, in English and Afrikaans.
• Certification of delegates through accredited SETA certificates, instructor certificates, facilitator and moderator certificates, and PTFC registration.
• Provision of detailed training reports and invoices.
• Adherence to the specified training duration, group sizes, and content standards.
• Compliance with all legislative and regulatory requirements related to firearm training and compliance legislation.

Skills Requirements

The successful service provider must demonstrate:

• Proven track record in delivering firearm training programs, supported by reference letters and past experience.
• Qualified trainers with SETA certification, instructor, facilitator, and moderator certificates, and PTFC registration.
• Ability to deliver practical and theoretical training effectively in both English and Afrikaans.
• Capacity to develop and implement training strategies that empower officials and develop understanding of statutory duties and obligations.
• Experience in conducting assessments, providing training reports, and issuing certification.
• Capacity to deliver training within tight timeframes and manage group sizes effectively.
