Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver a comprehensive Employee Wellness Programme (EWP) for the National Lotteries Commission (NLC) over a period of three years. The programme aims to enhance employee productivity, morale, and teamwork, while fostering better relationships between management and staff. It also seeks to address psycho-social, psychological, and work-related issues that impact employee performance and well-being.

Scope

The scope of work includes:

• Counselling Services: Confidential supportive counselling in 11 languages for employees and their immediate families, covering social, legal, financial, and health issues, with 6-8 sessions per issue annually.
• Employee Wellness and Health Activities: Support for health and sporting events such as Awareness Days, Fitness Days, Nutrition events, and onsite wellness activities.
• Annual Employee Health Screening: Provision of health risk assessments, screening results, and wellness treatments during wellness days.
• Executive Wellness Program: Tailored wellness coaching for managers, including one session per year and follow-ups as needed.
• Functional Capacity Evaluation: Fitness-for-duty assessments and advice on work arrangements compliant with occupational health standards.
• Training, Education, and Awareness: Workshops on mental health, life skills, financial fitness, retirement planning, and stress management, with at least 8 sessions annually.
• Marketing and Communication: Branding, promotional materials, and digital marketing to promote staff wellbeing initiatives.

Technical Requirements

The service provider must:

• Provide services to approximately 300 employees across NLC head office and nine provincial offices, ensuring consistent standards nationwide.
• Assign a dedicated Client Relations Manager for the NLC.
• Develop and implement an employee health and wellness strategy, including review and input on the existing Employee Wellness Policy.
• Offer accessible application (app) for staff engagement and information access.
• Support ad-hoc wellness activities and health screening assessments during wellness days.
• Deliver executive wellness coaching and functional capacity evaluations.
• Conduct training workshops on mental health, life skills, and related topics.
• Ensure availability of qualified professionals (psychologists, social workers, legal and financial advisors) across all provinces, supporting all official languages.
• Provide regular reporting (monthly, quarterly, annually) on programme progress and KPIs.

Skills and Experience Requirements

The bidder must demonstrate:

• At least 5 years of experience in providing employee wellness services, with relevant references from similar projects within the last 5 years.
• Company profile highlighting experience in employee wellness and health programmes.
• Methodology and execution plan detailing project implementation, service delivery model, risk management, and nationwide team availability.
• Availability of a team of registered professionals (psychologists, nurses, legal and financial advisors) across all nine provinces, supporting all official languages.
• Experience of the Account Manager managing similar programmes, with a CV and relevant qualifications (preferably postgraduate in Psychology, Social Work, or related fields).
• Proven ability to deliver training, health screening, and wellness activities effectively and in compliance with applicable legislation (PFMA, OHSA, POPIA, Employment Equity Act).
• Strong communication, marketing, and reporting skills to ensure programme visibility and accountability.
