Objectives

The primary objective of this tender is to appoint a qualified contractor, joint venture, or consortium to decommission existing lifts, design new lifts, and supply, deliver, install, and commission thirteen lifts at Free State Provincial Government buildings. The contractor may also be requested to install additional lifts as needed, ensuring modernization, safety, and operational efficiency of passenger lifts within the specified government buildings.

Scope

The scope encompasses:

• Decommissioning and removal of obsolete or non-functional lifts.
• Design, supply, delivery, installation, testing, and commissioning of thirteen new passenger lifts.
• Potential installation of additional lifts as required at various government buildings.
• Design and decommissioning of other existing lifts, and installation of new lifts in multiple buildings including O.R. Tambo, Fidel Castro, Medfontein, and Sederhof.
• Provision of related services such as site preparation, safety compliance, and coordination with other trades.

Technical Requirements

The technical scope includes:

• Decommissioning and removal of existing lifts, ensuring minimal disruption.
• Design of new lifts in accordance with SANS standards (SANS1545 series, SANS1543) and local regulations.
• Supply and installation of lifts with specified capacities and speeds, including passenger and goods lifts.
• Compliance with Occupational Health and Safety Act 85 of 1993, and relevant local authority regulations.
• Use of new, certified components manufactured to EN-81 standards.
• Testing, commissioning, and handover in accordance with legal and safety standards.
• Provision of detailed project timelines, milestones, and coordination plans.
• Implementation of quality management, safety, and risk mitigation measures.
• Provision of comprehensive health and safety management plans.

Skills and Skills Requirements

The tender specifies the following key personnel and their qualifications:

• Mechanical or Electrical Engineers: Accredited BEng/BSc Mechanical or Electrical Engineering degrees, registered with ECSA as PRENG (Mechanical/Electrical), with a minimum of 5 years’ experience in lift installation, modernization, or refurbishment projects.
• Lift Technicians/Mechanics: Certified Lift Technicians or Mechanics (in terms of section 13 of manpower), with at least 5 years’ experience in installation, structural modifications, modernization, or replacement of lifts or passenger conveyors. Must hold valid registration and provide proof of active registration.
• Lift Inspectors: Accredited NQF Level 5 or higher with at least 5 years’ experience in lift installation, inspection, or modernization, and hold valid registration with relevant authorities.
• Site Foremen: Qualified and registered as Lift Technicians/Mechanics, with experience in overseeing lift installation projects, and capable of managing site safety, coordination, and quality control.
• Project Management and Safety Personnel: Experienced professionals responsible for project timelines, safety compliance, and risk management, with relevant certifications and experience.

All key personnel must provide certified proof of qualifications, registration, and relevant project experience, with documents not older than six months. The contractor must also demonstrate capacity to execute multiple projects simultaneously, with adequate resources and equipment.
