Objectives

The primary objective of this tender is to appoint a suitably qualified Infrastructure Technical Resource Unit (ITRU) to support the Limpopo Department of Education (LDoE) in managing infrastructure delivery programmes over a period of three years. The ITRU will provide technical project and programme management capacity, facilitate skills transfer, and support the department in infrastructure planning, implementation, and oversight to ensure effective delivery of school infrastructure projects.

Scope

The scope encompasses the provision of a team of experienced professionals to support the LDoE at both provincial and district levels. Key activities include:

• Supporting infrastructure planning, budgeting, and procurement processes.
• Assisting in programme and project management, including monitoring, reporting, and documentation.
• Providing technical support in architecture, engineering, quantity surveying, and project administration.
• Supporting the management of infrastructure delivery, including variation orders, claims, and dispute resolution.
• Facilitating skills transfer and capacity building within the department.
• Supporting the implementation of infrastructure delivery management systems and tools.

The support will be delivered through a team based in Polokwane, with resources allocated across various roles such as project leaders, contract administrators, and technical specialists, all working to improve infrastructure project outcomes.

Technical Requirements

• Provision of a multidisciplinary team with expertise in project management, architecture, civil engineering, quantity surveying, and related fields.
• Team members must possess relevant qualifications (e.g., postgraduate degrees, professional registration) and a minimum of 4 years’ experience in infrastructure projects, especially within the public sector.
• Demonstrated experience in infrastructure planning, procurement, contract management, and project delivery.
• Ability to develop, implement, and support infrastructure management systems, including EFMS or similar databases.
• Provision of office facilities, equipment, and support services at the designated office in Polokwane.
• Adherence to relevant standards, policies, and legislation, including health and safety regulations.
