Objectives

The primary objective of this tender is to appoint a suitably qualified professional service provider (PSP) to complete the design and oversee the implementation of the Philippolis Wastewater Treatment Works (WWTW). The PSP will verify existing designs, act as the Employer’s Agent during construction, and ensure successful project completion and close-out.

Scope

The scope includes:

• Verification of the practicality and adequacy of existing designs following the termination of previous contractors.
• Provision of all services as per the guidelines for estimating fees for registered professionals, including design, supervision, project management, and environmental assessments.
• Construction phase services, including site supervision, quality control, health and safety management, and environmental monitoring.
• Preparation of comprehensive project reports, progress updates, and close-out documentation.
• Provision of key personnel such as Project Leader, Resident Engineer/Employer’s Agent, Health & Safety Officer, and Environmental Practitioner.

Technical Requirements

The technical requirements specify that the PSP must:

• Demonstrate experience in wastewater treatment projects and infrastructure projects valued at R20 million or more over the past 10 years.
• Provide proof of professional registration with ECSA (Pr. Eng or Pr. Tech. Eng), and relevant qualifications.
• Show capacity in civil engineering, project management, environmental impact assessments, and health & safety compliance.
• Maintain a Quality Management System (QMS) compliant with ISO 9001:2015 or equivalent.
• Provide proof of professional indemnity insurance (minimum R5 million) and registration with professional bodies such as CESA, SAICE, or SACNASP.
• Submit a detailed project implementation plan, including timelines, key milestones, and resource allocation.

Skills Requirements

The successful bidder must possess:

• Extensive experience in wastewater treatment design, construction supervision, and project management.
• Qualified key personnel including a Project Leader with engineering registration, a Civil Engineer, a Health & Safety Officer, and an Environmental Practitioner, all with relevant experience and certifications.
• Proven track record in managing projects of similar scope and complexity.
• Strong environmental, health, and safety compliance skills, including conducting impact assessments and environmental management plans.
• Effective communication, reporting, and stakeholder engagement capabilities.
• Ability to deliver within budget and time constraints, with a focus on quality assurance and risk management.
