Objectives

The primary objective of this tender is to appoint a suitably qualified and experienced insurance broker to administer the Agricultural Research Council’s (ARC) insurance portfolio. The broker will provide strategic risk advisory services, manage claims, ensure optimal insurance placement, and support internal governance to enhance risk transfer outcomes, value for money, and overall risk maturity of the ARC.

Scope

The scope of work includes providing end-to-end insurance broking and risk advisory services for a period of 36 months, with the possibility of extension. The broker must:

• Administer the ARC’s insurance program covering multiple policies including property, motor, liability, specialised risks, and others.
• Manage the renewal processes and ensure alignment with ARC’s risk profile.
• Facilitate lodging, tracking, and settlement of all claims.
• Assist with payments to third-party service providers.
• Provide inputs, reports, and presentations to ARC governance structures.
• Ensure compliance with applicable legislation, including POPIA, PFMA, Treasury Regulations, and ARC policies.
• Offer strategic advice on evolving risks and insurance needs.

Technical Requirements

The technical requirements specify that the broker must:

• Provide comprehensive proposals demonstrating capability to meet all mandatory requirements and execute the scope of work.
• Ensure secure handling, processing, storage, and transmission of ARC’s insurance data, adhering to data protection laws.
• Manage at least twelve (12) specific policies, including Public Liability, Motor Fleet, SASRIA, Pollution Liability, Travel, and Cyber Security Insurance (to be included in 2026).
• Track and manage claims efficiently and provide regular reports and presentations.
• Develop a detailed project plan with milestones, timelines, and resource allocation.
• Ensure compliance with legislation such as POPIA and relevant industry standards.

Skills Requirements

The bidder must demonstrate:

• Proven experience in managing insurance portfolios for entities with assets exceeding R2 billion, supported by reference letters.
• Geographical coverage with offices across South Africa, preferably in more than seven provinces.
• Professional qualifications and compliance with FSCA regulations and membership in recognized bodies such as IISA and IRMSA CRM.
• Strong methodology and technical approach, including risk management, transition planning, and value-added services.
• Capability to provide compatible reporting systems (e.g., SAGE X3) and demonstrate technical systems capability.
• Ability to deliver compelling presentations, including case studies demonstrating cost savings, process improvements, or risk reduction.
• Adherence to ethical standards, transparency, and integrity as per ARC’s Code of Ethics and Fraud Prevention policies.
