Objectives

The primary objective of this tender is to appoint a Transactional Advisor to develop a bankable feasibility study and comprehensive business case for the Maselspoort Water Treatment Works Water Reuse Project. This involves assessing technical, financial, and legal aspects to enable the project’s implementation, secure funding, and ensure long-term water security for the Mangaung Metropolitan Municipality (MMM).

Scope

The scope includes:

• Preparation of a comprehensive bankable feasibility study and business case suitable for submission to National Treasury.
• Technical assessment and validation of proposed solutions, including refurbishment and upgrade of Maselspoort WTW and construction of reuse infrastructure.
• Demand analysis, technical options evaluation, and selection of optimal water reuse technologies.
• Assessment of legislative, environmental, social, and socio-economic factors, including permits and approvals.
• Development of delivery models, procurement strategies, and project implementation plans.
• Stakeholder engagement, community consultation, and communication planning.
• Preparation of detailed reports, including draft and final feasibility studies, business cases, and case studies.
• Support for procurement processes, contract negotiations, and project close-out activities.

Technical Requirements

The technical requirements encompass:

• Validation and bankability screening of technical solutions provided by MMM’s technical consultants.
• Assessment of water treatment technologies, including DAF, UF, ozone, GAC, and automation systems.
• Design considerations for refurbishment, upgrade, and new infrastructure, ensuring future expansion capacity.
• Evaluation of lifecycle costs, risk allocation, and environmental compliance, including climate impact assessments.
• Preparation of preliminary high-level designs and specifications for the preferred technical options.
• Addressing contaminants of emerging concern (CECs) and ensuring compliance with standards such as SANS 241.
• Assessment of future capacity needs, energy potential for gas-to-energy, and handling excess piped water.

Skills Requirements

The successful bidder must demonstrate expertise and experience in:

• Providing transaction advisory services for infrastructure projects, including PPPs, water, and wastewater projects, both locally and internationally.
• Technical, financial, commercial, and legal advisory, with proven track record in project structuring, risk management, and procurement documentation.
• Development of bankable feasibility studies, business cases, and project implementation plans.
• Environmental and social impact assessments, climate impact analysis, and socio-economic evaluations.
• Stakeholder engagement, community consultation, and B-BBEE compliance.
• Preparation of procurement strategies, RFPs, and contract negotiations.
• Strong project management skills, including planning, scheduling, and coordination of multidisciplinary teams.
• Capacity to address legislative and regulatory requirements, including permits and approvals.

The team must include qualified professionals with relevant experience, such as project leaders, engineers, legal experts, financial analysts, environmental specialists, and stakeholder engagement experts, each meeting specified qualification and experience criteria.
