Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver Waste and Environmental Management training to 25 EPWP participants, with 13 based in Dimbaza and 12 in Tsomo. The training aims to equip participants with skills to identify, categorize, collect, handle, and dispose of various waste types using appropriate technology, while promoting health, safety, and environmental management practices. Additionally, the training seeks to empower participants to manage environmental issues such as invasive species removal, watercourse clearing, land maintenance, and waste processing, thereby supporting the broader goals of the EPWP initiative to address unemployment and promote sustainable environmental practices.

Scope

The scope of work includes:

• Providing a five-day formal training program in classroom settings at designated venues in Dimbaza and Tsomo.
• Facilitating training with qualified personnel from the service provider, equipped with their own training materials (laptops, manuals, presentation tools).
• Accommodating 13 participants in Dimbaza and 12 in Tsomo, with appropriate facilities and catering (finger lunch, soft drinks, bottled water).
• Issuing certificates of attendance upon successful completion.
• Ensuring practical application of contemporary waste and environmental management practices, health and safety protocols, and community dignity and respect.

Technical Requirements

The technical requirements for the tender include:

• Provision of qualified facilitators with at least a National Diploma (NQF Level 6) or equivalent in Waste and Environmental Management or related fields, along with facilitator certificates.
• Demonstrated experience with at least two relevant training assignments completed successfully within the past five years, supported by reference letters.
• A detailed methodology outlining how the training will be delivered, including timeframes and execution plan.
• Compliance with the minimum qualification standards and proof of facilitator credentials.
• Provision of a comprehensive quotation inclusive of VAT, with clear cost breakdowns, and adherence to the project timeline (five days).
• Registration on the Centralised Supplier Database (CSD) and LOGIS prior to bid submission.
• Submission of all relevant SBD forms (SBD1, SBD3.3, SBD4, SBD6.1), signed and completed.
• Adherence to procurement policies, including tax compliance verification, and submission of supporting documents such as company registration, proof of locality, and preference claim forms.
