Objectives

The primary objective of this tender is to appoint a contractor to provide turnkey services for the installation of a borehole at Ngquza Hill Memorial Site in Flagstaff, Eastern Cape Province, in line with best practices in the build environment. The contractor will be responsible for executing the entire scope of work, ensuring compliance with safety, quality, and regulatory standards, and delivering a fully functional borehole system to meet the Museum's needs.

Scope

The scope of work includes:

• Geohydrological investigations, borehole siting, and yield testing.
• Borehole drilling to the specified depth.
• Installation of an elevated steel water tank (117m³ capacity).
• Water reticulation using HDPE pipes (25mm x 120m) with all fittings and valves.
• Connection of the water supply to existing and new infrastructure, including pump installation (electricity and/or solar powered).
• Compliance with health and safety regulations, standards (e.g., SANS 1200), and environmental considerations.
• Provision of all necessary materials, equipment, and personnel to complete the project.
• Post-installation certification and compliance documentation.

Technical Requirements

The technical requirements specify:

• Adherence to the Build Environment standards, including SANS 1200.
• Self-certification of work compliance and issuance of a Certificate of Compliance to the Nelson Mandela Museum.
• Provision of qualified personnel with relevant experience, including CVs and certifications.
• Use of certified materials and equipment that meet specified standards.
• Implementation of health and safety protocols, including criminal record clearance for personnel.
• Proper management of personnel, including uniforms, hygiene, and presentation.
• Effective project management, including scheduling, resource allocation, and quality control.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience in borehole drilling, water infrastructure installation, and related geohydrological investigations (minimum of 8-10 years preferred).
• Capability to execute projects in line with national standards and safety regulations.
• Qualified technical personnel, including a Contracts Manager, Site Agent, Foreman, and specialized engineers, with CVs and relevant qualifications.
• Ability to manage and coordinate all aspects of the project efficiently.
• Experience in working within cultural and heritage sites, ensuring minimal disruption.
• Capacity to provide reliable and qualified relief staff during peak or unforeseen circumstances.
• Strong health and safety management skills, including compliance with legal and environmental standards.
• Financial stability and proven track record through previous similar projects, supported by references and project documentation.
