Objectives

The primary objective of this tender is to appoint a contractor to provide turnkey services for the design and construction of subsurface drainage at Or Tambo Garden of Remembrance in Bizana, Eastern Cape Province. The aim is to ensure effective drainage infrastructure that aligns with best practices in the build environment, supporting the preservation and functionality of the site.

Scope

The scope of work includes:

• Design and construction of subsurface drainage systems at Or Tambo Garden of Remembrance.
• Adherence to relevant build environment standards such as SANS 1200.
• Provision of all necessary materials, equipment, and labor to complete the drainage project.
• Compliance with health, safety, and regulatory standards throughout the project.
• Post-construction certification of compliance and quality assurance.

Additional scope may involve supply of related services or materials upon request, ensuring the project does not adversely affect the Museum’s operations or maintenance activities.

Technical Requirements

• Design and implementation of drainage systems in line with build environment best practices and standards (e.g., SANS 1200).
• Self-certification of work compliance with all regulatory and safety standards, including issuing a Certificate of Compliance.
• Use of specified materials such as PVC pipes, steel components, electrical cables, and other specified products with stipulated local content thresholds.
• Provision of qualified personnel including site managers, engineers, foremen, and safety officers with appropriate experience and qualifications.
• Adherence to health and safety regulations, including vetting personnel for criminal records and ensuring they are fit for duty.
• Implementation of environmental and safety plans, with compliance certificates submitted to the Museum.
• Operating hours aligned with standard working hours: Monday to Friday (07:00 – 16:30), Saturday (07:00 – 13:00), no work on Sundays or public holidays.

Skills Requirements

• Proven experience in civil engineering projects, specifically in drainage system design and construction.
• Qualified personnel including:
  • Civil Engineers (minimum 5-10 years’ experience)
  • Site Managers and Supervisors with relevant project management experience
  • Environmental and safety specialists
  • Skilled tradespeople and laborers with appropriate certifications
• Demonstrated ability to work within regulatory frameworks and standards (e.g., SANS 1200, CIDB registration).
• Capacity to provide quality assurance, health and safety compliance, and environmental management.
• Effective project management skills, including planning, scheduling, and resource allocation.
• Ability to supply and manage local content and adhere to procurement and supply chain management regulations.
