Objectives

The primary objective of this tender is to appoint a qualified service provider(s) with suitable experience to render internal audit services and forensic investigation on behalf of the Department. The services are to be provided on an “as-and-when required” basis over a period of three (3) years, with an option to extend for a further two (2) years, subject to satisfactory performance and availability of funds.

Scope

The scope includes:

• Provision of internal audit services to assess and improve the Department’s internal controls, risk management, and governance processes.
• Conducting forensic investigations as required, including examining allegations of misconduct, fraud, or irregularities.
• Services to be rendered on an “as-and-when required” basis, with flexibility for the Department to request services as needed within the contract period.

Technical Requirements

The technical requirements include:

• Demonstrated experience and qualifications in internal auditing and forensic investigations.
• Ability to perform audits and investigations in compliance with relevant standards and legal frameworks.
• Provision of qualified personnel with expertise in forensic accounting, internal audit methodologies, and related fields.
• Capacity to deliver services promptly upon request, ensuring confidentiality and integrity of investigations.
• Compliance with government procurement conditions, including adherence to general and special conditions of contract.

Skills Requirements

The skills required from the service provider include:

• Strong expertise in internal audit practices and forensic investigation techniques.
• Proficiency in forensic accounting, fraud detection, and risk assessment.
• Ability to prepare detailed reports and present findings clearly and professionally.
• Good understanding of South African legal and regulatory frameworks related to public sector auditing and investigations.
• Effective communication and interpersonal skills to liaise with Departmental staff and stakeholders.
• Capacity to work independently and manage multiple assignments simultaneously.
