Objectives

The primary objective of this tender is to appoint a qualified Auctioneer to conduct the auction of redundant and obsolete stock, equipment, and vehicles owned by the Municipality. The selected auctioneer will be responsible for the complete administration of the auction process, ensuring efficient sale of assets, achieving optimal returns, and guaranteeing full payment to the Municipality within specified timeframes.

Scope

The scope of the tender includes:

• Conduct of the auction for the Municipality’s redundant stock, equipment, and vehicles valued at approximately R100,000 or more.
• Handling all aspects of auction administration, including advertising, lot numbering, packing, balancing, and income collection.
• Managing the removal process of sold items within seven working days post-auction.
• Ensuring all auction activities are conducted in accordance with the Municipality’s conditions of sale and relevant legal requirements.
• Guaranteeing full payment into the Municipality’s bank account prior to the auction and full payment within 7 days post-auction.

Technical Requirements

The technical requirements for the Auctioneer include:

• Registration of bidders with a refundable deposit to participate in the auction.
• Provision of a bank guarantee or proof of full payment prior to the auction.
• Guarantee of full payment to the Municipality within 7 days after the auction.
• Ability to guarantee better returns on the assets auctioned.
• Staff complement capable of managing the entire auction process efficiently.
• Provision of a detailed quotation using the prescribed Price Quotation Form, including VAT details, country of origin, and trade marks/models of items.
• Submission of all compulsory documentation, including a valid Tax Clearance Certificate, municipal rates and service account, and declaration forms.
• Adherence to the conditions of sale, including the "voetstoots" (as-is) sale condition, responsibility for administrative actions by buyers, and compliance with Occupational Health and Safety Act requirements.
• Acceptance of the Municipality’s right to withdraw, re-advertise, or reject tenders, and to award the contract based on criteria other than the lowest bid.
