Objectives

The primary objective of this tender is to appoint an independent, suitable service provider to conduct a one-day training session on the Combined Assurance Framework via a virtual platform (MS Teams) on behalf of the Department of Social Development, Free State. The training aims to promote the adoption and implementation of an integrated assurance approach aligned with King IV principles, PFMA requirements, and Treasury Regulations, covering strategic, operational, compliance, and financial risks. It also seeks to integrate assurance from management controls, risk management, internal audit, and external assurance providers, ensuring comprehensive and coordinated assurance activities across the organization.

Scope

The scope includes:

• Conducting a one-day training session on the virtual platform (MS Teams) for senior management and audit committee officials.
• Covering topics such as strategic, operational, compliance, and financial risks.
• Integrating assurance activities from various control functions and assurance providers.
• Providing training content, facilitation, and related support for the virtual session.

Technical Requirements

• The training must be delivered on a virtual platform (MS Teams).
• The service provider must be accredited and registered with IIASA or an equivalent professional body that upholds IIASA standards.
• The provider must demonstrate relevant experience in delivering training courses related to assurance frameworks.
• The methodology should include detailed content on combined assurance, risk coverage mapping, and integrated reporting.
• Capacity to deliver the training with a credible track record, including proof of previous relevant projects and financial capacity (supporting bank statements or funding commitments).

Skills Requirements

• Accreditation with IIASA or a comparable professional body.
• Proven experience in conducting training on assurance frameworks, risk management, and governance.
• Ability to develop and deliver comprehensive training content tailored to senior management and audit committees.
• Strong facilitation and communication skills suitable for virtual delivery.
• Capacity to provide technical support and ensure smooth virtual training sessions.
• Demonstrated ability to integrate assurance activities and produce consolidated assurance reports.
