Objectives

The primary objective of this tender is to appoint a contractor responsible for the maintenance of landscaping and irrigation services at Cape Town International Airport over a period of 60 months. The contractor will ensure the infrastructure remains serviceable, safe, environmentally compliant, and aesthetically pleasing, supporting airport security and operational standards. Additionally, the contractor will perform remedial landscaping, weed and pest control, pruning, planting, and other related activities to maintain a high-quality landscape that aligns with airport safety, security, and quality standards.

Scope

The scope of work includes:

• Trim and pruning of trees and bushes
• Bed cleaning and weed control
• Application of herbicides and pest control on landside and airside areas
• Top dressing, levelling, and plant protection
• Planting new species
• Maintenance of paved areas, including weed removal and cleaning
• Grass cutting, firebreak maintenance, and perimeter security fencing
• Refuse removal and waste management
• Monitoring and maintaining landscaping in designated areas, including airport precincts and operational zones
• Adherence to safety, security, and environmental standards during all activities

The work is to be carried out in accordance with the task orders issued by the Service Manager, with all new installations, repairs, and replacements approved by ACSA prior to execution.

Technical Requirements

• Compliance with NEC 3: Term Service Contract (TSC) April 2013
• Adherence to safety, security, and environmental standards, including ACSA’s environmental policies and EMS guidelines
• Implementation of approved work procedures, safe work practices, and permit systems
• Use of calibrated tools and equipment, with proper maintenance and safety checks
• Provision of appropriate PPE and uniforms for all staff
• Proper handling, storage, and disposal of hazardous substances and waste
• Effective management of traffic, security, and access control within the airport precinct
• Regular reporting, documentation, and record-keeping aligned with ACSA’s CMMS system
• Provision of emergency response procedures and medical preparedness

Skills and Skills Requirements

• Qualified and experienced personnel in landscaping, horticulture, pest control, and irrigation systems
• Competent staff trained in occupational health and safety, security protocols, and emergency procedures
• Skilled operators for machinery, tools, and equipment used in landscaping and maintenance activities
• Personnel familiar with airport security regulations, permit systems, and access control procedures
• Ability to develop and implement safe work procedures, risk assessments, and environmental management plans
• Effective communication and reporting skills for coordination with ACSA and other stakeholders
• Capability to manage subcontractors and ensure compliance with contractual and safety standards
• Knowledge of relevant legislation, standards, and best practices in airport landscaping and maintenance
