Objectives

The primary objective of this tender is to appoint qualified contractors to provide maintenance services for water and sewer pump stations within Ndlambe Municipality. The goal is to ensure the reliable operation, ongoing maintenance, and repair of mechanical, electrical, and instrumentation components associated with these facilities, thereby supporting the municipality's service delivery and infrastructure integrity.

Scope

The scope of work includes:

• Maintenance, repair, and servicing of all types, sizes, and models of water and sewer pump stations.
• Mechanical, electrical, instrumentation, control, and building maintenance on pump stations, reservoirs, and towers.
• Routine preventative maintenance, condition monitoring, corrective repairs, refurbishment, and overhauls as required.
• Provision of standby, emergency response, and 24-hour maintenance services.
• Training of NLM staff in operation and maintenance procedures.
• Execution of factory and site tests, commissioning, and certification of systems.
• Management of health and safety, environmental compliance, and quality assurance during all activities.

Technical Requirements

The technical scope encompasses:

• Maintenance of all electrical, mechanical, control & instrumentation systems, including pumps, motors, valves, control panels, and associated equipment.
• Supply and installation of control cubicles, VSDs, soft starters, circuit breakers, and other electrical components as specified.
• Factory testing and site commissioning of equipment, including performance validation and safety certification.
• Provision of detailed maintenance schedules, safety procedures, and operational manuals.
• Implementation of health and safety standards in accordance with legislation, including hazard identification, risk assessments, and emergency procedures.
• Provision of qualified personnel with relevant experience and certifications, including mechanical engineers, electricians, fitters, millwrights, and boiler makers/welders.
• Use of approved manufacturers and equipment, with adherence to technical specifications and standards.

Skills and Qualification Requirements

The tenderer must demonstrate:

• CIDB Grading of 3ME PE or higher, indicating capacity for mechanical and electrical works.
• Proven experience in maintenance and repair of water and sewer pump stations, including similar scope projects.
• Availability of plant and equipment such as combination trucks, jet trucks, jetting equipment, and LDVs, either owned or leased.
• Qualified personnel with relevant certifications and experience, including:
• Mechanical Engineer (NQF 7 or above, registered with ECSA)
• Fitter, Millwright, Electrician, Boiler Maker/Welder (Trade Tested with minimum 5 years’ experience)
• Commitment to health and safety compliance, including appointment of competent safety officers, hazard assessments, and safety training.
• Provision of training to NLM staff on operation and maintenance of equipment.
• Ability to provide detailed reports, maintenance schedules, and quality assurance documentation.
• Capacity to mobilize resources, including personnel and plant, to meet project demands.

In summary, the contractor must possess the technical capability, qualified personnel, appropriate plant, and experience to deliver comprehensive maintenance services in accordance with the specifications, standards, and legislative requirements outlined in the tender documentation.
