Objectives

The primary objective of this tender is to appoint experienced Health and Safety Consultants to establish and manage a comprehensive Occupational Health and Safety (OHS) Programme for Mayibuye Transport Corporation (MTC) over a period of 36 months. The goal is to ensure legal compliance with the Occupational Health and Safety Act, mitigate health and safety risks at depots, and improve overall OHS performance across the organization.

Scope

The scope of work includes:

• Assessing current compliance levels with the Occupational Health and Safety Act at MTC depots.
• Developing and implementing a comprehensive OHS Programme aligned with Saiosh guidelines.
• Monitoring depot OHS performance and providing corrective actions as needed.
• Establishing health and safety management systems and protocols.
• Providing ongoing support, training, and recommendations to improve safety standards.
• Ensuring continuous compliance and risk mitigation over the 36-month period.

Technical Requirements

The technical requirements include:

• Adherence to Saiosh guidelines and relevant health and safety standards.
• Conducting health and safety risk assessments and classifying risks according to criticality.
• Developing tailored health and safety protocols specific to the bus industry and depot operations.
• Implementing a structured methodology that addresses client needs, safety protocols, and risk management.
• Providing professional indemnity insurance coverage of at least R10 million.
• Demonstrating relevant experience through reference letters and project history in health and safety consultancy.
• Assigning qualified key personnel with a minimum of 5 years’ experience in health and safety projects, including CVs and qualifications.

Skills Requirements

The skills and competencies required for the successful bidder include:

• Certification and registration with the South African Institute of Occupational Safety and Health (Saiosh).
• Proven experience in developing and managing OHS programmes within the transport or similar industries.
• Ability to conduct comprehensive risk assessments and develop mitigation strategies.
• Strong project management skills to oversee the implementation over three financial years.
• Capability to provide expert advice, training, and support to depot staff and management.
• Demonstrated ability to meet legal compliance standards and improve safety performance metrics.
