Objectives

The primary objective of this tender is to appoint an insurance broker to underwrite and manage the short-term insurance portfolio of Ratlou Local Municipality for a period of 24 months. Additionally, the municipality seeks to establish a panel of media newspaper publishers for a period of 36 months, and to appoint a service provider for support and maintenance of the MSCOA financial management system for 36 months.

Scope

• Insurance Broker Appointment: Underwrite and manage the municipality's short-term insurance portfolio for 24 months.
• Media Panel: Establish a panel of up to 5 media newspaper publishers for 36 months.
• Financial System Support: Support and maintain the MSCOA financial management system compliant at Ratlou Local Municipality for 36 months.

Technical Requirements

The technical evaluation will consider:

• Completion and submission of returnable documents as specified in the tender documentation.
• Demonstration of functionality as per the tender requirements.
• Adherence to the 80/20 preferential points system.
• Provision of proof of registration on the Central Supplier Database (CSD).
• Verification of tax compliance status via CSD.
• Submission of proof of residence for all company directors (not older than three months).
• Proof of business address (not older than three months).
• Statements confirming payment of municipal services for all directors and business premises (not older than three months).
• Submission of a certified BBBEE certificate or an original copy.
• Specific goals or criteria outlined in the tender documentation will contribute to the total score.

Skills Requirements

• Experience in underwriting and managing short-term insurance portfolios.
• Capability to support and maintain financial management systems like MSCOA.
• Proven ability to meet municipal procurement and supply chain management standards.
• Knowledge of BBBEE compliance and related empowerment criteria.
