Objectives

The primary objective of this tender is to appoint one or more qualified service providers to deliver comprehensive security services to the Rustenburg Local Municipality over a period of 36 months. The services aim to ensure the safety and security of municipal assets, personnel, and facilities through physical guarding, surveillance, incident reporting, and related security operations.

Scope

The scope of work includes:

• Physical guarding of municipal assets and facilities within Rustenburg.
• Aerial surveillance and monitoring services.
• Incident reporting and operational reporting, including immediate incident notification, summary reports within 24 hours, and detailed reports on a weekly and monthly basis.
• Management of access points, including visitor registration, vehicle registers, after-hours registers, and asset removal permits.
• Perimeter fencing integrity checks and reporting of any breaches or threats.
• Monitoring parking areas, main buildings, storerooms, and ensuring these are secured.
• Implementation of closedown procedures, key control, communication protocols, and record-keeping.
• Provision of suitable transport for rapid response within 10 minutes.
• Provision and maintenance of necessary security equipment and personnel compliance with all technical and operational standards.

Technical Requirements

The technical specifications and special conditions include:

• Registration with the Private Security Industry Regulatory Authority (PSIRA) at Grade A/B for the company and Grade C for supervisors.
• Provision of electronic visitor registration devices/scanners at all sites.
• Compliance with the Security Services Act and possession of relevant firearms licenses, with all firearm handlers having competency certificates.
• Adherence to the company's internal policies, including key control and communication protocols.
• Implementation of contingency and risk management plans, industrial action plans, and operational plans.
• Provision of suitable transport to ensure rapid response capabilities.
• Use of appropriate uniforms and identification badges for personnel.
• Compliance with all specified penalty and penalty fee structures for non-compliance or breaches.

Skills Requirements

The tender stipulates that service providers must possess:

• PSIRA accreditation and registration for all security personnel.
• Minimum of three (3) years’ experience in security services, especially in guarding and surveillance roles.
• Qualified personnel with valid PSIRA cards, firearm competency certificates (if handling firearms), and other relevant certifications.
• Personnel must be capable of providing continuous service, including relievers in case of attrition or strikes.
• Personnel must be trained in emergency response, incident reporting, and operational procedures.
• Ability to provide detailed proposals including risk assessments, operational, and contingency plans.
• Compliance with all legal and regulatory requirements, including tax clearance, insurance, and criminal record checks.
