Objectives

The primary objective of this tender is to appoint one or more qualified service providers (maximum of two per line item) to supply and deliver traffic signal equipment to Rustenburg Local Municipality (RLM) as and when required over a period of three years. The aim is to ensure the provision of compliant, reliable, and high-quality traffic signal components to support traffic management and safety within the municipality.

Scope

The scope includes:

• Supply and delivery of traffic signal equipment, including LED signal modules, signal heads, controllers, backboards, and associated accessories.
• Provision of complete signal heads with mounting brackets, visors, and wiring as specified.
• Replacement and installation of backboards for existing signal heads if damaged.
• Wiring, testing, inspection, and certification of all supplied equipment.
• Provision of manuals, training, and after-sales support.
• Compliance with technical standards and specifications outlined in the tender documents.

Technical Requirements

The technical requirements encompass:

• Conformance to South African standards SANS 1459:2004 and SARTSM specifications.
• Traffic signal equipment suitable for outdoor conditions with maximum temperature of 40°C and minimum of -5°C, at an altitude of 1200 m, and severe lightning conditions.
• LED modules with a guarantee period of five years, capable of replacing existing optical units, with specified luminous intensity, chromaticity, and power consumption.
• Compatibility with existing traffic signal heads and housing units, fitting into standard 200 mm signal heads without modification.
• Proper insulation, dust, and moisture protection for all electronic components.
• Signal heads must include visors, mounting brackets, and wiring as specified, suitable for mounting on existing poles.
• Compliance with testing, inspection, and certification procedures, including visual inspection and documentation.
• Provision of manuals, training, and detailed technical data with drawings.

Skills Requirements

The successful tenderer must demonstrate:

• Proven experience in supplying traffic signal equipment and components compliant with South African standards.
• Capability to provide detailed technical documentation, manuals, and drawings.
• Ability to conduct training sessions for municipality staff on installation, maintenance, and operation of the equipment.
• Competence in testing, inspection, and quality assurance processes.
• Availability of after-sales service and support, including warranty management and spare parts supply.
• Compliance with certification requirements such as Eskom SANS, BS, and IEC certificates.
• Capacity to handle logistics, delivery, and installation within specified timeframes over the contract period.
