Objectives

The primary objective of this tender is to appoint one or more qualified service providers (up to three per line item) to supply and deliver various electrical equipment including miniature substations, ring main units, metering units, distribution transformers, plinths, and transformer oil to the Rustenburg Local Municipality (RLM) as needed over a period of three years. The aim is to ensure reliable, compliant, and timely procurement of electrical infrastructure components to support municipal electrical distribution and metering requirements.

Scope

The scope encompasses the supply, delivery, installation, testing, and commissioning of:

• Miniature substations (Type B, SF6/Vacuum, 11kV/400V, various ratings)
• Ring main units (including SF6 or Vacuum, 11kV switchgear)
• Metering units (high voltage and low voltage, including CTs and VTs)
• Distribution transformers (oil-filled, various kVA ratings, 11kV/230V or 400V)
• Transformer oil and associated accessories
• Plinths and associated mounting hardware

The procurement covers all technical, construction, testing, and quality assurance activities necessary for the delivery of compliant equipment suitable for outdoor, high-pollution, and severe lightning conditions within the municipality's operational environment.

Technical Requirements

The technical specifications include but are not limited to:

• Compliance with relevant standards such as SANS 1029, SANS 1030, SANS 1874, IEC 61330, IEC 60044, BS 171, and IEC 60529.
• Mini substations must be outdoor, arc-proof, IP67 rated tanks with venting, bonding, and corrosion protection, final colour Avocado Green, and equipped with internal arc venting and cable testing facilities.
• Ring main units should be fully arc-proof, outdoor, with SF6 or Vacuum switchgear, pressure relief devices, and cable testing facilities.
• Transformers must be oil-filled, with specified ratings, impedance, losses, and temperature rise limits, and include features such as dehydrating breathers, Buchholz relays, thermoelectric top-oil sensors, and suitable mounting brackets.
• All equipment must be tested and certified, with type-test certificates submitted at tender, and be warranted for at least 12 months.
• Equipment shall be delivered in a safe, undamaged condition, with proper offloading and handling responsibilities assigned to the supplier.

Skills and Skills Requirements

The successful service providers must demonstrate:

• Proven experience in manufacturing, supplying, and installing medium voltage electrical equipment, including substations, ring main units, transformers, and metering units.
• Compliance with all relevant standards and statutory regulations, including Occupational Health and Safety Act (Act 85 of 1993).
• Capability to produce and submit detailed technical data, dimensional drawings, test certificates, and quality management documentation.
• Ability to provide comprehensive after-sales support, maintenance manuals, and warranty services.
• Qualified personnel with expertise in electrical engineering, installation, testing, and commissioning of MV and LV equipment.
• Capacity to ensure safe transportation, handling, and offloading of equipment to the municipality’s sites.
• Knowledge of environmental management practices in line with ISO 14001 standards.
• Ability to adhere to project timelines, quality standards, and cost controls, including price escalation and cancellation clauses.

This tender aims to establish a reliable supply chain for high-quality, compliant electrical infrastructure components, ensuring the Rustenburg Local Municipality can maintain and expand its electrical distribution network efficiently over three years. The selected service providers must possess the technical expertise, manufacturing capability, quality assurance processes, and logistical capacity to deliver equipment that meets all specified standards and operational requirements.
