Objectives

The primary objective of this tender is to appoint a panel of up to twenty (20) service providers or contractors to undertake maintenance and rehabilitation of surfaced streets within Thulamela Municipality. The appointments will be on an as-and-when-required basis over a period of three financial years (2025/2026 to 2027/2028), ensuring effective management, rehabilitation, and maintenance of municipal streets to improve infrastructure quality and safety.

Scope

The scope encompasses:

• Description of works related to maintenance and rehabilitation of surfaced streets, including engineering, construction, and management activities.
• Adherence to specified standards, specifications, and specifications for construction, including COLTO standards, SABS, BS standards, and project-specific specifications.
• Implementation of occupational health and safety regulations, traffic management, and environmental considerations.
• Provision of management, supervision, and technical personnel as per scope requirements.

Technical Requirements

• Compliance with CIDB grading of 4CE or higher.
• Adherence to COLTO standards, SABS, BS specifications, and project-specific technical specifications.
• Provision of management and supervisory staff with relevant experience and qualifications.
• Implementation of labour-intensive methods for designated activities, with proper planning and execution.
• Development and submission of health and safety plans, risk assessments, and method statements prior to commencement.
• Compliance with occupational health and safety legislation, including registration with the Compensation Fund and adherence to the Construction Regulations 2003.
• Effective traffic management, security, and environmental protection measures.
• Regular inspections, audits, and reporting on safety, quality, and progress.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in street maintenance and rehabilitation projects, particularly within municipal contexts.
• Registered CIDB contractor grading of 4CE or higher, with relevant construction and management competencies.
• Management and supervisory personnel with appropriate technical qualifications and experience in civil construction, streetworks, and safety management.
• Capability to implement labour-intensive construction methods and manage workforce effectively.
• Knowledge of occupational health and safety legislation, including the ability to develop and implement safety plans and risk assessments.
• Ability to coordinate with municipal departments, clients, and other stakeholders effectively.
• Capacity to provide technical support, quality assurance, and compliance with standards and specifications.
• Financial stability and proven track record in delivering similar projects on time and within budget.
