Objectives

The primary objective of this tender is to appoint a professional security service provider responsible for securing and ensuring the safety of departmental resources, including plant, materials, personnel, and other assets, along Canzibe Hospital Road. The service is to be provided for a period of twenty-four (24) months.

Scope

The scope encompasses the provision of comprehensive security services at Canzibe Hospital Road, including:

• Deployment of security personnel (18 officers: 2 Grade B supervisors and 16 Grade C guards) across day and night shifts.
• Provision of security infrastructure such as communication radios, access control systems, patrol vehicles with tracking, firearms with licenses, and other security equipment.
• Patrolling and safeguarding departmental assets, camp sites, and offices, including emergency response and incident management.
• Implementation of security procedures, reporting, and record-keeping (e.g., occurrence books, registers).
• Provision of communication and monitoring systems, including satellite internet, CCTV, and alarm systems.
• Adherence to health, safety, and legal standards, including PSIRA registration and compliance with relevant legislation.

Technical Requirements

The technical specifications include:

• Deployment of qualified security personnel with valid PSIRA certificates (Grade B for supervisors, Grade C for guards).
• Security personnel must be trained, medically fit, and properly attired in uniforms with identification badges.
• Provision of communication devices such as two-way radios, cell phones, and patrol monitoring systems.
• Availability of patrol vehicles equipped with tracking systems for 24/7 patrol coverage.
• Provision of security equipment including firearms, safes, metal detectors, torches, batons, handcuffs, pepper spray, registers, and other security aids.
• Implementation of security procedures manuals, emergency response plans, and communication linkages with police authorities.
• Maintenance of security registers, incident logs, firearm control, and other record-keeping systems.
• Compliance with Occupational Health & Safety Act and other relevant legislation.

Skills Requirements

The successful bidder must demonstrate:

• At least five (5) years of relevant experience in security services, with evidence such as reference letters or completion certificates.
• Experience in managing security operations for similar government or institutional facilities.
• Qualified security personnel with valid PSIRA registration (Grade B for supervisors, Grade C for guards).
• Competence in emergency procedures, incident reporting, and security management systems.
• Ability to provide training, supervision, and effective communication in the local language.
• Provision of a detailed operational plan outlining service delivery, personnel management, and reporting mechanisms.
