Objectives

The primary objectives of this tender are to:

• Establish a highly competent Programme and Project Management Support (PMS) team with extensive infrastructure and disaster recovery expertise within Mpumalanga Province.
• Enable rapid mobilisation of technical and professional support immediately following disaster events.
• Provide integrated programme and project management services to accelerate infrastructure recovery and reconstruction efforts.
• Strengthen governance, accountability, monitoring, and reporting during the implementation of disaster recovery projects.
• Ensure efficient stakeholder coordination among government entities, contractors, communities, and other stakeholders.
• Improve project delivery timelines, quality assurance, and financial management during project execution.

Scope

The scope of work includes providing comprehensive support services across various domains:

Programme Management Services

• Development of Provincial Disaster Recovery Programmes
• Programme planning, prioritisation, and coordination
• Implementation frameworks and performance monitoring
• Stakeholder engagement and intergovernmental liaison
• Strategic reporting at provincial and national levels

Project Management Services

• Infrastructure project planning, packaging, and implementation management
• Construction oversight and monitoring
• Contract management and administration
• Financial and risk management
• Stakeholder and community engagement
• Quality assurance and progress tracking

Technical Advisory & Infrastructure Support

• Engineering and built environment technical support
• Infrastructure condition assessments, damage verification, and costing
• Prioritisation modelling, feasibility studies, and design planning

Procurement & Contract Support

• Preparation of procurement documentation
• Tender support and contract administration
• Claims management and contractor performance oversight

Monitoring, Reporting & Governance

• Development of monitoring systems and dashboards
• Progress and expenditure reporting
• Audit readiness and risk early warning systems

Community & Stakeholder Engagement

• Stakeholder and community liaison
• Coordination with municipalities and sector departments
• Facilitation of public participation processes

Technical Requirements

Applicants must demonstrate the following technical capabilities:

• Extensive experience in infrastructure programme management and post-disaster recovery
• Ability to manage large-scale, multi-disciplinary infrastructure programmes under emergency conditions
• Provision of engineering, built environment, and technical advisory support
• Development and implementation of monitoring and reporting systems
• Proficiency in procurement, contract administration, and claims management
• Use of programme management tools, GIS, and project monitoring software
• Experience in infrastructure condition assessments, damage verification, and prioritisation modeling
• Capacity to deliver services within the 36-month contract period
