Objectives

The primary objective of this tender is to appoint a panel of qualified professional service providers to assist the Mpumalanga Provincial Treasury in fulfilling its obligations under the Municipal Finance Management Act (MFMA) 2003. The appointed providers will deliver specialized services on an "as and when required" basis to support municipalities within the province, strengthening areas such as supply chain management, asset management, financial management, IT governance, and audit support. The goal is to enhance municipal capacity, ensure compliance with legislation, and provide sustainable technical solutions.

Scope

The scope covers the provision of services across several key categories during the period 2026/2027 to 2030/2031, including:

• Supply Chain Management: Strengthening system controls, contract management, contract analysis, and review of contract compliance.
• Asset Management: Enhancing system controls related to asset management.
• Financial Management: Improving cash flow, revenue management, financial records, budget processes, and financial statement preparation.
• Governance: Conducting risk assessments and quality assurance.
• IT Governance: Customizing frameworks, designing structures, developing policies, implementing IT processes, and conducting IT awareness programs.
• Training: Capacity building for provincial and municipal staff across all service categories.
• Audit Support: Providing assistance during audit processes.

The services are not exhaustive; providers must demonstrate capability in undertaking assignments in these areas and adapt to other municipal finance needs as legislated.

Technical Requirements

Service providers must meet the following technical criteria:

• Possess comprehensive knowledge of the MFMA and related legislation.
• Thorough understanding of National Treasury guidelines and municipal financial systems.
• Expertise in applying Generally Recognized Accounting Practices (GRAP) in municipalities.
• Proven experience in delivering sustainable financial and operational improvements.
• Ability to transfer skills to provincial and municipal staff.
• Capacity to manage resources effectively and deliver results within stipulated timeframes.

Skills Requirements

Applicants must demonstrate:

• Qualified and experienced personnel with relevant certifications and expertise in municipal finance areas.
• Relevant experience in similar projects, supported by track records and reference letters.
• Strong understanding of municipal dynamics in Mpumalanga.
• Capacity to provide technical support, training, and audit assistance effectively.
• Ability to develop and implement governance frameworks, policies, and procedures.
