Objectives

The primary objective of this tender is to appoint qualified Professional Service Providers (PSPs) to undertake planning, design, construction monitoring, and project close-out for sanitation infrastructure projects in the Eastern Cape Province, specifically Cluster 2. The aim is to ensure the successful delivery of sanitation facilities at schools, adhering to technical standards, project timelines, and quality requirements.

Scope

The scope encompasses:

• Planning, design, and technical assessments for sanitation projects.
• Construction monitoring and site supervision to ensure compliance with design and specifications.
• Preparation of reports, final accounts, and close-out documentation.
• Coordination with contractors, stakeholders, and relevant authorities.
• Provision of professional services including Quantity Surveying, Civil Engineering, Architecture, and Geotechnical Engineering.
• Management of project phases from inception to final completion, including remedial measures where necessary.

Technical Requirements

The technical requirements include:

• Compliance with the scope of work outlined in the tender documentation.
• Provision of a multidisciplinary team with specified minimum qualifications and experience, including registered Quantity Surveyors, Civil Engineers, Architects, and Geotechnical Engineers.
• Development of detailed designs, Bills of Quantities, and construction documentation.
• Implementation of quality assurance and safety standards in line with relevant legislation.
• Preparation of project execution plans, risk management strategies, and progress monitoring reports.
• Adherence to project timelines, with a target of completing all works within six months.
• Provision of professional indemnity insurance and compliance with legal and statutory requirements.
• Effective stakeholder engagement and coordination with the Department of Basic Education, local authorities, and other relevant bodies.

Skills Requirements

The tender specifies the following skills and competencies:

• Professional registration and accreditation in relevant disciplines (e.g., Quantity Surveying, Civil Engineering, Architecture, Geotechnical Engineering).
• Minimum experience levels: more than 5 years post professional registration for key personnel such as Quantity Surveyors, Civil Engineers, and Architects.
• Proven track record in managing sanitation or infrastructure projects, preferably in educational or similar settings.
• Ability to prepare comprehensive technical reports, project plans, and financial documentation.
• Strong project management skills, including scheduling, risk mitigation, and stakeholder communication.
• Capacity to coordinate multidisciplinary teams and manage multiple contractors and stakeholders effectively.
• Demonstrated ability to deliver projects within specified timeframes and budgets.
• Excellent communication, reporting, and documentation skills, with proficiency in relevant software tools.
