Objectives

The primary objective of this tender is to appoint service providers, specifically Public Health Non-Government Organisations (NGOs), to implement a bespoke Electronic Medical Record (EMR) digital solution across eight provinces in South Africa. The goal is to facilitate the digital capture of clinical data during health interventions at fixed Primary Health Care (PHC) facilities, enhance health information systems, improve healthcare delivery, and support the national health information infrastructure. The project aims to scale up EMR deployment to all fixed PHC facilities, improve data accuracy, interoperability with existing systems, and contribute to better health outcomes.

Scope

The scope of work includes:

• Implementation of the EMR solution at all fixed PHC facilities across eight provinces.
• Project management, risk management, and issue resolution.
• Hardware installation, software setup, configuration, and testing.
• Conducting training for end-users and building capacity.
• Change management and monitoring of system usage.
• Integration with existing health information systems such as HPRS, MHFL, laboratory systems, and others.
• Provision of support, troubleshooting, and continuous improvement over the project duration.
• Implementation timelines vary per province, with the overall project duration of 18 months.

Technical Requirements

• Implementation of a tailored EMR toolkit aligned with local facility contexts and phased deployment plans.
• Adherence to prescribed guidelines and procedures provided by the NDoH.
• Hardware and software installation, configuration, and testing to ensure system readiness.
• Provision of comprehensive user training, including master trainer programs and tiered support systems.
• Compliance with data governance, privacy, and security standards, including adherence to the POPI Act and NHNSF.
• Integration with existing health systems like HPRS and MHFL for seamless data verification and facility mapping.
• Monitoring and evaluation of implementation progress, risks, and system usability.
• Provision of detailed project plans, Gantt charts, risk mitigation strategies, and contingency plans.

Skills Requirements

The successful bidders must demonstrate capacity and expertise in the following areas:

• Healthcare and Digital Health Experience: Minimum of five years’ experience in healthcare, health informatics, or related fields, with proven track records in health system implementations in South Africa.
• Project Management: Key personnel including project managers with at least five years’ experience in managing health projects, preferably with NDoH or similar environments.
• Technical Skills: ICT technicians with relevant certifications (e.g., A+, N+), and experience in hardware installation, configuration, and troubleshooting.
• Healthcare Professionals: Qualified health science personnel (e.g., nurses, clinicians) with experience in health service delivery and training.
• Training and Capacity Building: Personnel skilled in adult learning, training delivery, and knowledge transfer, with documented experience in training health workers and support staff.
• Change Management: Ability to lead change processes, stakeholder engagement, and user adoption strategies.
• Data Governance and Security: Knowledge of data privacy laws, security standards, and experience in implementing secure health information systems.
