Objectives

The primary objective of this tender is to appoint qualified Quantity Surveying Professional Service Providers (PSPs) to lead a multidisciplinary team for the planning, design, construction monitoring, and close-out of school infrastructure projects across various schools in the Eastern Cape Province. The aim is to ensure the delivery of quality, compliant, and sustainable school infrastructure aligned with national standards and regulations.

Scope

The scope encompasses a comprehensive range of services including:

• Planning, design, and site assessment
• Preparation of technical drawings, BOQs, and procurement documentation
• Construction supervision and monitoring of contractors
• Quality assurance and compliance with health, safety, and environmental standards
• Preparation of final accounts, as-built drawings, and project close-out reports
• Institutional and social facilitation activities
• Coordination with key stakeholders such as the Department of Education, Department of Public Works, and other service providers

The projects involve construction, refurbishment, demolition, and infrastructure upgrades at multiple rural schools within the Eastern Cape, with specific deliverables and timelines as detailed in the scope of work.

Technical Requirements

The technical requirements include:

• Appointment of a multidisciplinary team with registered professionals (QS, Civil & Structural Engineers, OHS Agents, Architects, etc.)
• Provision of site reconnaissance, design development, and construction monitoring
• Adherence to DBE & ECDoE norms, standards, and regulations, including National Building Regulations and SANS standards
• Implementation of energy-efficient and environmentally sustainable design solutions
• Use of compatible software for project documentation and programming
• Regular site visits, progress reporting, and quality control checks
• Effective stakeholder engagement and social facilitation
• Compliance with Occupational Health and Safety Act and related legislation
• Preparation of technical and financial reports, final accounts, and close-out documentation

Skills Requirements

The tender mandates the following skills and qualifications for team members:

• Professionally registered Quantity Surveyors (SACQSP) with minimum experience levels:
• Principal Agent: ≥15 years post-registration
• Quantity Surveyor: ≥5 years post-registration
• Registered Civil & Structural Engineers with ≥10 years post-registration experience
• Occupational Health and Safety Agents with ≥5 years post-registration
• Project Administrators with relevant experience in EFMS reporting
• Technical qualifications, CVs, and proof of registration for all team members
• Experience in managing school infrastructure projects, contract administration, and stakeholder engagement
• Ability to demonstrate design innovation, sustainability, and local content integration
• Capacity to work collaboratively within multidisciplinary teams and adhere to project timelines

Additionally, each team member must submit a participation confirmation letter, and the core team must be fully committed and available throughout the project duration.
