Objectives

The primary objective of this tender is to appoint qualified Quantity Surveying Professional Service Providers (PSPs) to lead a multidisciplinary team for the implementation of sanitation projects across various schools in the Eastern Cape Province. The projects encompass planning, design, construction monitoring, final accounts, and project close-out stages for sanitation infrastructure, including VIP and waterborne ablution blocks, in accordance with national standards and regulations.

Scope

The scope of work includes:

• Construction of new sanitation facilities (VIP and waterborne ablution blocks) and refurbishment of existing structures.
• Demolition of inappropriate structures and construction of walkways and fencing.
• Design development, site reconnaissance, and preparation of site-specific drawings and BOQs.
• Monitoring construction activities, quality control, and compliance with safety and environmental standards.
• Preparation and certification of payment certificates, final accounts, and project close-out reports.
• Coordination with relevant authorities, stakeholders, and other service providers.
• Ensuring full compliance with DBE norms, standards, and regulations, including accessibility for persons with disabilities.

Technical Requirements

The technical requirements include:

• Appointment of a professionally registered Quantity Surveyor and multidisciplinary team members with specified experience and qualifications.
• Provision of site supervision, quality assurance, and safety monitoring in line with the Occupational Health and Safety Act and relevant standards.
• Development of detailed design, BOQs, and site development plans adhering to national norms and standards.
• Implementation of environmental and stormwater management measures.
• Use of compatible project management software and submission of all documentation in specified formats.
• Provision of professional indemnity insurance and compliance with legal and statutory requirements.
• Coordination of all project phases from planning to close-out, including stakeholder engagement and reporting.

Skills Requirements

The tender mandates the following skills and experience for team members:

• Professionally registered Quantity Surveyors with a minimum of 5 years post-registration experience.
• Principal Agent with at least 10 years of relevant experience.
• Civil and Structural Engineers with over 10 years of experience in building and infrastructure design and monitoring.
• Occupational Health and Safety Agents with more than 5 years of relevant experience.
• Project Administrators familiar with EFMS and NEIMS reporting systems.
• Team members must demonstrate experience in sanitation infrastructure projects, project management, and compliance with safety and environmental standards.
• All team members must submit proof of qualifications, registration, and relevant project experience, along with participation confirmation letters and tax clearance certificates.
