Objectives

The primary objective of this tender is to appoint registered professional town planning consulting firms and specialists in related fields such as dolomite studies, geotechnical, geomatics, environmental management, and other town planning-related services. The aim is to establish a panel of pre-qualified professionals to provide these services on an as-and-when-required basis over a period of three years, thereby streamlining procurement, reducing cycle times, and ensuring efficient delivery of municipal projects.

Scope

The scope encompasses a broad range of town planning and related services, including but not limited to:

• Urban and regional planning
• Infrastructure and transportation planning
• Environmental and sustainability planning
• Housing and community development
• Economic development and land management
• Policy and governance
• Land identification and analysis
• Integrated housing projects and informal settlement programs
• Rural development and sustainable community planning
• Research and development for alternative housing options
• Geotechnical services including dolomite stability assessments and sinkhole investigations
• Geomatics services such as surveys, GIS, remote sensing, and cadastral services
• Environmental impact assessments and ecological studies

The services will be provided in accordance with JB Marks LM norms and standards, with the designated site being within the North West Province.

Technical Requirements

Applicants must demonstrate their capability to deliver a comprehensive range of technical services, including:

• Qualified and registered professionals in town planning, geomatics, geotechnical engineering, environmental management, and related fields
• Provision of detailed project methodology, previous experience, and key staff CVs
• Compliance with municipal and national legislation, standards, and policies
• Ability to undertake geotechnical investigations, environmental assessments, and geomatics surveys
• Provision of quality assurance, project management, and timely delivery
• Adherence to procurement and contractual conditions, including confidentiality and intellectual property rights

Skills Requirements

Applicants must possess the following skills and qualifications:

• Professional registration with relevant bodies such as SACPLAN, ECSA, SACNASP, SAICE, or other recognized authorities
• Qualified town planners, geomatics professionals, geotechnical engineers, and environmental specialists with relevant academic and professional credentials
• Proven experience in town planning projects, geotechnical assessments, geomatics surveys, and environmental studies
• Ability to prepare comprehensive reports, environmental impact assessments, geotechnical investigations, and spatial data analysis
• Strong project management, communication, and stakeholder engagement skills
• Capacity to work independently and as part of multidisciplinary teams
• Knowledge of municipal procurement processes and compliance with relevant policies
