Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver security services at Addo Elephant National Park for a period of five (5) years. The aim is to ensure the protection of SANParks employees, assets, information, and biodiversity against threats such as vandalism, theft, sabotage, injuries, and other security risks. Additionally, the service provider will support SANParks’ broader mandate of conserving biodiversity, promoting socio-economic development, and managing the national parks sustainably.

Scope

The scope of work includes:

• Provision of security guard services at designated areas within Addo Elephant National Park, including main camp, gates, and specific sites.
• Daily access control and monitoring at specified locations as directed by park management.
• Deployment of unarmed security guards across various shifts (day and night) with specified grades (Grade B and C guards, and a Grade A supervisor).
• Servicing schedules for different sites, including night and day shifts, with specified staffing levels.
• Ad-hoc security services as required by SANParks.
• Compliance with legislative, safety, health, and environmental standards.

Technical Requirements

The technical requirements include:

• Valid PSIRA registration and good standing for the company and guards.
• Provision of a detailed contingency plan, especially for pandemic events.
• Proof of capacity, including available vehicles for patrol and response (minimum of one vehicle, with capacity for more).
• Qualified and registered security personnel, with relevant certificates and certificates of good standing from COIDA.
• Compliance with all legislative and regulatory frameworks, including the Private Security Sector Regulation Act and related legislation.
• Provision of public liability insurance of at least R20 million.
• Participation in a compulsory site briefing meeting and submission of all mandatory documentation.

Skills Requirements

• Experienced security service providers with a minimum of two years in security guard services.
• Personnel with appropriate security grades (Grade B and C guards, and a Grade A supervisor).
• Capacity to deploy sufficient security staff (minimum of 4 guards, with capacity for more).
• Ability to provide vehicles and other resources necessary for patrol, response, and site monitoring.
• Knowledge of relevant legislation, safety, health, and environmental standards applicable to security services in protected areas.
• Strong compliance and contingency planning skills, especially for emergency and pandemic situations.
