Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver ArcGIS Pro Standard & Advanced training to learners within the Western Cape region, specifically for Cape Agulhas Municipality. The training aims to develop competent GIS professionals capable of map production, spatial analysis, and GIS vector software utilization, ensuring learners are trained to meet outcome-based competencies.

Scope

The scope of work includes:

• Conducting summative assessments and providing skilled facilitators with Esri Technical Certifications.
• Facilitating training at venues in the Western Cape, tailored to different learner levels, with customization aligned to municipal core functions.
• Monitoring and coordinating training programs with monthly learner reports on progress and attendance.
• Providing comprehensive training materials, stationary, and venue arrangements.
• Conducting pre-assessments, assessments, moderation, verification, and certification of learners, including registration on the National Learner Record Database (NLRD).
• Ensuring training covers GIS vector software, map production, map composition, and spatial analysis.
• Providing certificates of attendance and competence, with the possibility of non-credit bearing training based on unit standards.

Technical Requirements

The technical requirements for the service provider include:

• Proof of accreditation with an Assurance Body/Institution/SETA and status as an authorized Esri Training Partner.
• Facilitators must hold Esri Technical Certifications.
• Conducting assessments, moderation, verification, and certification, including registration on NLRD.
• Provision of all learning materials, stationary, and venue facilities.
• Training at theoretical and practical levels, covering GIS vector software, map production, and map composition elements.
• Ability to accommodate learners at different levels and customize facilitation accordingly.
• Liability for own insurance, with proof of professional indemnity insurance submitted with the quotation.
• Adherence to the specified learning duration, language preferences (English, with facilitation in three languages if required), and training days.

Skills Requirements

The skills and qualifications required for the service provider and facilitators include:

• Experience in GIS training, assessment, moderation, and certification processes.
• Authorised Esri Technical Certification for facilitators.
• Proven track record with at least four contactable references demonstrating successful GIS training projects.
• Ability to deliver both theoretical and practical GIS vector software training, including map production and spatial analysis.
• Capacity to customize training content to meet municipal core functions and learner levels.
• Strong facilitation, monitoring, and reporting skills, with the ability to produce comprehensive monthly reports on learner progress.
• Knowledge of registration processes on the National Learner Record Database (NLRD) and compliance with SAQA standards.
• Provision of learner certificates, including hard copies and Statements of Results (SOR).
