Objectives

The primary objective is to design and deliver a comprehensive, organisation-wide Artificial Intelligence (AI) training programme for approximately 170 employees. The initiative aims to build enterprise AI literacy, promote responsible and compliant AI usage, and develop internal capabilities to sustainably scale AI adoption. Ultimately, the programme seeks to improve organisational readiness, enhance productivity, accelerate skills acquisition, and foster a consistent understanding of AI risks, opportunities, and governance across all operational levels.

Scope of Work

The scope encompasses a full lifecycle capability-building journey delivered over twelve months, including:

• Assessment & Design: Evaluating the current strategic context, documenting an AI roadmap and governance framework, and tailoring content for non-technical audiences while maintaining enterprise relevance.
• Training Delivery: Providing role-based, hands-on facilitated sessions using blended delivery methods (in-person/virtual), aligned with existing Microsoft collaboration tools.
• Material & Skills Transfer: Supplying comprehensive manuals and guides for designated internal super-users covering AI strategy, governance, ethics, risk management, and cybersecurity oversight.
• Outcomes & Evaluation: Defining clear learning metrics, implementing assessment mechanisms, and delivering post-training recommendations to support ongoing maturity uplift.
• Advisory Partnership: Acting as a continuous academic and strategic partner, participating in leadership advisory meetings, integrating diagnostic tools for AI readiness, and assisting in establishing governance structures such as steering committees and ethics review panels.

Technical Requirements

Bidders must propose a differentiated, role-specific learning architecture rather than a standardised curriculum. Mandatory technical compliance includes alignment with at least one recognised global AI governance framework and the ability to issue formal, internationally recognised certifications upon completion. The solution must guarantee post-training platform access for one year. Proposals must demonstrate hands-on, practical methodologies suitable for non-technical business leaders while meeting rigorous governance standards. All content must comply with South African regulatory and ethical principles. Bidders are evaluated on a 100-point technical scale, requiring a minimum threshold of 70 points to advance to the financial evaluation phase. Comprehensive documentation, including company profiles, implementation methodologies, team compositions, and client references, must be submitted in strict adherence to prescribed formats.

Skills Requirements

The service provider must demonstrate proven expertise in delivering AI training within highly regulated sectors, particularly financial services or insurance. Key personnel must possess a minimum of three years’ experience in AI training, facilitation, or capability advisory, with practical knowledge spanning Generative AI, responsible AI deployment, and enterprise productivity solutions. The proposed team must exhibit cross-functional coverage, including specialists capable of addressing executive strategy, managerial oversight, specialist application, and operational implementation. Strong facilitation, stakeholder engagement, and change management competencies are essential. The bidding entity must provide verified reference letters from recent clients, detailed CVs of proposed experts, and evidence of successfully executing multiple AI training initiatives within the past three years.
