Objectives

The primary objective of this tender is to appoint a qualified service provider to perform asbestos removal, transportation, replacement, and disposal from Elokshini & JS 5 Portion 6 Farm, ensuring compliance with occupational health and safety regulations. The work involves the safe removal of asbestos pipes, debris, and residues, site rehabilitation, and proper disposal at licensed hazardous waste sites.

Scope

The scope includes:

• Safe removal of approximately 1.95 km of asbestos cement pipes (450mm diameter).
• Site rehabilitation and earthworks, including earth removal, backfilling, and compaction.
• Disposal of asbestos waste at approved licensed disposal sites.
• Protection of surrounding areas during removal activities.
• Provision of community liaison, health, and safety measures.
• Compliance with all relevant regulations, including the Occupational Health and Safety Act, 1993, and the Asbestos Abatement Regulations, 2020.

Technical Requirements

The technical requirements include:

• Registration with the relevant Chief Director as a Type 3 asbestos contractor.
• Provision of proof of registration and compliance with asbestos removal standards.
• Development and adherence to an approved Asbestos Management Plan of Work.
• Monitoring and supervision by an Approved Asbestos Inspection Authority (AAIA).
• Proper handling, packaging, and transportation of asbestos materials according to SABS standards (SABS 0228 and 0229).
• Use of approved protective equipment and safety measures for workers.
• Air monitoring and clearance certification upon completion.
• Provision of medical surveillance and trained personnel, including certified asbestos supervisors and workers.

Skills and Skills Requirements

The tenderer must demonstrate:

• Valid registration as a Type 2 or 3 asbestos contractor.
• Experience in asbestos removal, transportation, and disposal, with proof of successful completed projects (minimum of 2-3 projects).
• Competence of personnel involved, including certified asbestos supervisors and trained workers.
• Provision of a safety plan and adherence to occupational health and safety standards.
• Capability to monitor air quality and produce clearance certificates.
• Availability of appropriate equipment, PPE, and transportation vehicles compliant with standards.
• Knowledge of environmental regulations and waste management procedures.
• Ability to coordinate community liaison and ensure minimal disruption during operations.
