Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver remote pilot and crowd/control management training for Cape Agulhas Municipality. The aim is to ensure learners are trained to operate drones legally and safely, and to equip law enforcement personnel with skills for effective crowd management aligned with South African laws and human rights standards.

Scope

The scope of work includes:

• Conducting assessments, facilitation, and moderation of training sessions.
• Providing skilled facilitators at municipal venues, adhering to national norms and standards.
• Monitoring and reporting on learner progress and attendance monthly.
• Providing comprehensive training in remote piloting and crowd management, including theoretical and practical components.
• Customizing training content to accommodate different learner levels and experience.
• Providing all learning materials, stationary, and venue arrangements.
• Issuing certificates of competence or attendance, and registering learners on relevant national databases where applicable.

Technical Requirements

The technical requirements for each training component are as follows:

Remote Pilot Certificate

• Registration as an Aviation Training Organization (ATO) with SACAA.
• Training approved under SACAA Part 101 regulations for RPAS.
• Qualified SACAA-certified instructors with practical drone operation experience.
• Coverage of systems operation, legal parameters, safety procedures, and manufacturer specifications.
• Provision of all learning materials, assessment portfolios, and certification.
• Training duration: Theoretical and practical training days to be specified.

Crowd Control/Management

• Accreditation by SASSETA for riot and crowd control courses.
• Qualified personnel trained in crowd psychology, conflict resolution, use of force, legal rights, and emergency procedures.
• Provision of protective gear and operational equipment.
• Training in legal compliance, operational readiness, and tactical crowd management techniques.
• Training duration: Theoretical and practical days to be specified.

Skills Requirements

The service provider must demonstrate:

• Proven experience in delivering drone pilot training and crowd management courses.
• Accreditation and certification from relevant authorities (SACAA, SASSETA, SETA).
• Ability to provide qualified, SACAA-certified instructors and experienced facilitators.
• Capacity to customize training to different learner levels and operational contexts.
• Provision of all necessary training materials, assessment tools, and certification documentation.
• Ability to monitor, evaluate, and report learner progress regularly.
• Liability insurance including professional indemnity coverage.
