Objectives

The primary objective of this tender is to appoint a qualified service provider to render private security services at Vhembe District Support Centre in Thohoyandou. The service aims to ensure the safety, security, and protection of the department's premises, assets, employees, and information for a period of thirty-six (36) months.

Scope

The scope encompasses comprehensive security services including:

• Provision of static guards for access control (pedestrian and vehicle) and site security.
• Patrol duties and security monitoring across the site.
• Management of security equipment, registers, and incident reporting.
• Implementation of security procedures, emergency response, and contingency plans.
• Provision of security personnel, uniforms, firearms (if applicable), and necessary security equipment.
• Compliance with relevant legislation, standards, and departmental policies.
• Regular site inspections and reporting to the department’s Security Management Unit.

The services also include administrative functions such as record keeping, reporting incidents, and ensuring security measures are maintained and operational.

Technical Requirements

The successful bidder must meet the following technical criteria:

• PSIRA registration and valid security clearance for all security officers.
• Provision of qualified and trained security personnel capable of performing assigned duties.
• Uniforms and identification badges for all security officers.
• Availability of a fully operational control room with communication equipment (two-way radios, telephones, etc.).
• Provision of necessary security equipment including patrol vehicles, firearms (if required), communication devices, and security registers.
• Liability insurance cover of at least R10,000,000.
• Implementation of security procedures for access control (pedestrian and vehicle), search protocols, incident reporting, and emergency response.
• Adherence to relevant legislation such as the Private Security Industry Regulations Act, Occupational Health and Safety Act, and other applicable laws.
• Provision of contingency plans for labour strikes, security emergencies, and operational disruptions.
• Regular site inspections and compliance audits.
• Submission of detailed security management plans, staffing schedules, and training records.

The bidder must also demonstrate experience in security management, provide proof of financial capacity, and comply with all procurement and legal requirements specified in the tender documentation.
