Objectives

The primary objective of this tender is to appoint a qualified service provider to design and develop a comprehensive Business Continuity Management (BCM) Programme for Lepelle Northern Water. The aim is to establish a framework that ensures operational resilience by planning for unexpected events that could disrupt service delivery, minimizing impacts and facilitating recovery within acceptable timeframes.

Scope

The scope of work includes:

• Conducting Business Impact Analysis (BIA) across all business units and schemes to identify critical processes and recovery requirements.
• Analyzing financial impacts (e.g., costs, revenue loss) and non-financial impacts (e.g., reputational, legal, regulatory).
• Developing BCM Strategy, Policy, and Framework aligned with ISO 22301 standards.
• Creating Business Continuity Plans for organizational and unit-specific recovery, crisis management, and emergency response.
• Facilitating awareness sessions, simulations, and training for staff.
• Implementing and embedding BCM through structured training, awareness, and documentation.
• Providing project management, monitoring, and closure over an eight-month period.

Technical Requirements

The technical requirements specify that:

• The BCM design must be fully aligned with ISO 22301 and related standards.
• The service provider must conduct workshops, risk assessments, and impact analyses.
• Develop comprehensive BCM strategies, policies, and plans, including Business Continuity, Crisis Management, Business Recovery, and Emergency Response Plans.
• Facilitate simulations and validation exercises to test plans.
• Deliver ISO 22301 Lead Implementer training and organization-wide awareness sessions.
• Ensure all deliverables are documented and aligned with the BCM lifecycle phases.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in designing and implementing Business Continuity Management Programmes, with evidence through reference letters (25 points).
• Qualified key personnel with certifications in Business Continuity, Risk Management, Internal Auditing, or related fields (e.g., CRM, CIA, CA(SA)), with relevant experience (25 points).
• Ability to facilitate workshops, conduct impact analyses, develop strategies, and deliver training aligned with ISO 22301 standards.
• Experience in managing projects over similar scope and duration, with a track record of successful BCM implementations.
