Objectives

The primary objective of this tender is to appoint a qualified service provider to develop a comprehensive Provincial Land Transport Policy for the North West Province. This policy must align with the White Paper on National Transport Policy, 2021, and aims to clarify the role of government in the transport sector, address existing transport challenges, and facilitate integrated, efficient transport systems within the province over a period of 24 months.

Scope

The scope of work includes:

• Reviewing the current transport environment in the North West Province and identifying major issues affecting infrastructure, freight, and passenger services.
• Conducting extensive stakeholder consultations and data collection to inform policy development.
• Developing a White Paper that includes chapters on learner transport, policy implementation frameworks, and government levers to address transport challenges.
• Preparing and presenting draft and final White Paper reports, including gazetting, publication, and submission to relevant authorities.
• Facilitating stakeholder workshops, addressing feedback, and ensuring stakeholder engagement throughout the process.
• Handover of the completed White Paper, including hard copies and digital copies, and providing guidance on policy implementation.

Technical Requirements

The technical requirements encompass:

• Preparation of a detailed project plan outlining methodology, activities, timeframes, and skills transfer plans.
• Conducting literature reviews and desktop studies on existing transport policies and data.
• Diagnosis of transport problems and analysis of policy options.
• Development and compilation of the White Paper, including stakeholder workshops and consultations.
• Gazetting and publication of draft White Paper for public comment.
• Submission of the White Paper to the Provincial State Law Adviser and presentation to the Department and Legislature.
• Finalization, approval, and handover of the White Paper, including copies and digital media.
• Transfer of skills and knowledge to departmental officials.

Skills Requirements

The successful bidder must demonstrate:

• Experience in developing transport policies or related plans, with at least 6 relevant projects completed.
• Qualified key personnel with expertise in transport management, economics, logistics, civil/transport engineering, or related fields, with certifications and qualifications at NQF Level 7 and above.
• Proven ability to conduct stakeholder consultations, data analysis, and policy drafting.
• Strong project management skills, including the ability to develop detailed work plans, monitor progress, and transfer skills to departmental staff.
• Experience in stakeholder engagement, workshop facilitation, and report writing.
• Compliance with all legal, financial, and administrative requirements, including registration on the Central Supplier Database and tax compliance.
