Objectives

The primary objective of this tender is to appoint a qualified service provider to lease a suitable 2-bedroom property within the areas of Park Rynie, Scottburgh, or Umkomaas for a period of three (3) years, with an option to extend for an additional two (2) years. The lease aims to secure accommodation that meets specified safety, maintenance, and legal standards to support Ezemvelo KZN Wildlife's operational needs.

Scope

The scope of the tender includes:

• Leasing a 2-bedroom property with lounge, dining room, and kitchen in the specified areas.
• Ensuring the property complies with fire safety requirements (fire extinguishers, hoses, escape doors, smoke detectors) and is maintained regularly.
• Providing premises with essential services such as water, electricity, sanitation, and refuse removal.
• Adhering to occupational health and safety regulations and legal compliance, including alarm systems, burglar bars, and secure firearm safes.
• Performing day-to-day maintenance and timely repairs, with specified turnaround times.
• Drafting and signing a lease agreement as part of the contractual process.
• Occupying the premises immediately upon award and ensuring the property is suitable for use.

Technical Requirements

The technical requirements for the leased property include:

• Property must be located within Park Rynie, Scottburgh, or Umkomaas areas, not townships.
• Accommodation must include 2 bedrooms, lounge, dining room, and kitchen.
• Facilities should have fire safety equipment (fire extinguishers, hoses, escape doors, smoke detectors) maintained and serviced regularly.
• Building support services such as water, electricity, sanitation, and refuse removal must be available.
• Property must comply with Occupational Health and Safety Act and Accessibility Regulations.
• Premises should be equipped with security features like burglar bars, alarm systems, CCTV, and a secure safe for firearms.
• Maintenance responsibilities include repairs for weather-related damage, blocked drains, and general wear and tear, with specified response times.
• Lease agreement to include provisions for immediate occupation and fit-out.

Skills and Capacity Requirements

The service provider must demonstrate:

• Experience in leasing and managing residential properties within the specified areas.
• Ability to ensure property compliance with safety, health, and legal standards.
• Capability to perform regular maintenance and urgent repairs promptly.
• Knowledge of occupational health and safety regulations applicable to leased properties.
• Capacity to provide documentation such as lease agreements, proof of property ownership or lease, and compliance certificates.
• Ability to coordinate inspections, servicing, and maintenance of safety equipment.
• Compliance with procurement regulations, including registration on the Central Suppliers Database and adherence to ethical standards.
