Objectives

The primary objective of this tender is to appoint a service provider capable of providing adequate office accommodation within the Mthatha Central Business District for the Department of Social Development: Local Area Office. The selected provider will be responsible for sourcing, preparing, and maintaining suitable office space that meets the department's operational requirements, including accessibility and security standards.

Scope

The scope of work includes:

• Provision of office accommodation with a usable area of 1,456.78m² in the Mthatha CBD.
• Provision of secured onsite parking bays: 15 covered, 15 uncovered, and 6 for persons with disabilities.
• Ensuring the building complies with all relevant building regulations, safety standards, and accessibility requirements.
• Installation of necessary office fixtures, partitions, electrical fittings, and ICT infrastructure.
• Provision of facilities such as ablution facilities, ramps for persons with disabilities, and security features including CCTV and access control.
• Responsibility for facilities management, soft services, and maintenance during the lease period.
• Preparation of the accommodation to be occupancy-ready within three months of award.

Technical Requirements

The technical specifications include:

• Building must be located in the CBD with separate entrances for departments.
• Use of aluminium and glass partitioning with noise reduction of at least 45 dB.
• Provision of office fixtures such as glass and aluminium doors, blinds, and frosted vinyl for internal glass panels.
• Electrical infrastructure with sufficient plug points, power extension boxes, and backup power supply (emergency generator).
• ICT infrastructure including CAT6 cabling, server room with biometric access, fire suppression systems, and CCTV coverage.
• Fire safety compliance with SANS 10400-T standards and installation of fire extinguishing equipment.
• Provision of accessible facilities for persons with disabilities, including ramps, ablution facilities, and compliant door handles.
• Building must meet the National Building Regulations, Occupational Health and Safety Act, and relevant standards.
• Water backup system with sufficient capacity for at least two days.

Skills Requirements

The tender requires the service provider to demonstrate:

• Experience in sourcing and managing office accommodation in compliance with regulatory standards.
• Technical expertise in building modifications, ICT infrastructure installation, and facilities management.
• Capability to deliver occupancy-ready premises within a strict three-month timeframe.
• Ability to coordinate with various stakeholders, including architects, contractors, and government departments.
• Knowledge of relevant building codes, safety standards, and accessibility requirements.
• Provision of qualified personnel for ongoing facilities management, maintenance, and security services.
